Incumbents in this series plan, organize and administer a comprehensive personnel services program including employee relations, selection, classification coordination, position control, evaluation, training, payroll and other related areas. Personnel Officers supervise the work of other personnel staff. Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.This position will be located in Las Vegas or Carson City, depending on the candidate chosen. The Personnel Officer 3 will oversee the personnel operations for DETR, a department with five separate agencies and over 900 employees. The incumbent will plan, organize and administer a comprehensive human relations program including employee relations, recruiting and retention, progressive discipline, setting policy and procedures, and other related areas. In addition, the incumbent will manage and direct the work of professional and support staff; advise department management on a wide variety of complex employee issues requiring an in-depth knowledge of personnel practices, procedures, laws and regulations; and manage and oversee the grievance and progressive disciplinary processes.
