Work may involve employee relations, recruitment and selection, classification and compensation, employee development, benefit administration, staffing and payroll.Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action. The Division of Human Resource Management (DHRM), within the Department of Administration, is seeking a Supervisory Human Resources Analyst to supervise professional level staff in the Consultation, Accountability and Regulations Division. This position is responsible for the full regulation making process including proposing regulation changes, Regulation Workshops, working with the Legal Division of the Legislative Counsel Bureau, presenting regulations to the Human Resources Commission for adoption, and preparing appropriate documentation for the Legislative Commission. This position is also responsible for proposing statute changes each legislative session. This Division provides consultation to State employees and management regarding human resource practices including attendance, leave, work performance standards, employee evaluations, disciplinary procedures, grievances, drug testing, the Americans with Disabilities Act, Family and Medical Leave Act, and other related issues. Staff also conduct research and analysis including the application of regulations and statutes, surveys and interviews, prepare recommendations and reports, and consult with and make presentations to management. This position also supervises administrative support staff for the Employee-Management Committee, the Merit Award Board, the Committee on Catastrophic Leave and the Human Resources Commission.
