The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child. We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program. The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.Position Purpose:This position is responsible for monitoring and evaluating the Paid Leave internal controls program with a focus on areas of greatest financial, compliance, and operational risk. The incumbent will provide independent technical support to management and staff to document and evaluate internal controls to support the maintenance of an effective internal control system. The incumbent will carry out the operation of Paid Leave’s risk assessment and management framework and monitor risk mitigation activities. Additionally, the incumbent will educate and provide technical, advisory and consultative services to Paid Leave staff and managers on the Program’s comprehensive risk-based internal compliance plan.Key Responsibilities:

Internal Controls and Compliance : Provide independent technical support to management and staff across the Program to document and evaluate their internal controls and to support Program maintenance of an effective internal control system. Monitor internal control structures to ensure compliance and develop recommendations for remediation, where needed. Provide consultation to Program staff on results of monitoring activities and needed remediation.

Risk assessment and mitigation : Perform risk analysis and rating activities – including analysis of likelihood and impact. Evaluate and categorize risk findings and recommendations to work with Paid Leave program managers and staff to promptly correct or implement needed policies, controls, and procedures.

Provide training and consultancy, maintain program integrity utilizing established policy and procedures: Facilitate and participate in trainings and discussions on internal control and risk assessment and mitigation activities. Provide consultancy services and participate in discussions that plan, direct, implement and create policy that impacts internal control and risk assessment and mitigation activities. Participate in projects as necessary that lead to improved controls, processes and policies and enhance security of financial transactions, assets, and protected data.

Start-up spirit: Be prepared to adapt and take a hands-on approach in the early phases of the program and support iterative growth of the team and processes.

This posting may be used to fill multiple positions.This position is telework eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.Three (3) years of experience performing risk, compliance and internal control work.Applicants that meet the above minimum qualification will be further evaluated on the following:

Experience identifying, evaluating, mitigating, and monitoring operational risks.

Experience implementing, documenting, and monitoring internal controls.

Experience in reviewing audit findings, implementing recommendations, and monitoring compliance.

Ability to provide consultancy services and contribute to the planning, development, and implementation of policies impacting internal controls and risk management.

Experience communicating and building relationships with internal and external stakeholders.

Preferred Qualifications

Bachelor’s degree in public administration, business administration, finance, insurance, information technology, public policy, or other closely related field as determined by the agency.

Ability to adapt and take a hands-on approach during the early phases of a program, supporting the iterative growth of teams and processes.

Ability to understand and interpret state statutes, policies, procedures, as well as relevant laws and regulations.

Experience working in and supporting a large, diverse, and dispersed team.

Experience using basic programs, i.e. Microsoft Suite, Google, Salesforce, etc.

Experience performing basic data analysis.
