The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.As the Metro Regional and Infrastructure Financing Unit Supervisor at the Minnesota Pollution Control Agency (MPCA), you will have leadership oversight for wastewater program engineering, clean water infrastructure financial assistance programs, and oversight of permitting and compliance and enforcement of municipal wastewater dischargers in the Metro Region. Responsibilities include supervising staff assigned to the Unit and ensuring that the work of the unit and program are consistent, coordinated with other leadership, and aligned with Agency strategic goals, state and federal law, and engineering standards.The incumbent provides leadership engineering expertise and oversight to engineers and technical staff to ensure work conforms to engineering standards and policies. This includes being responsible for making expert technical decisions, ensuring that plans and procedures are effectively and efficiently administered in accordance with established standards, directing training activities, and supervising and coordinating special studies, investigations, and surveys in the wastewater treatment engineering area. Additionally, this position is responsible to direct, implement, and represent the State clean water funding programs.This requires close coordination and collaboration with external stakeholders in the wastewater industry, state legislators, other Agency leadership, and state and federal infrastructure funding partners.Minimum QualificationsBachelor's degree in engineering with Licensure with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design or be able to obtain licensure through reciprocity AND three years of environmental engineering experience (equivalent to Senior Engineer, Senior Engineer Specialist or Graduate Engineer 2 level (experience must include at least one year at the equivalent licensed Senior Engineer level).Knowledge of principles and practices of wastewater engineering.Understanding of federal and state statutes and regulations and their applicability to the wastewater sector.Project management skills to guide and direct a number of complex projects while supporting staff.Technical and administrative writing skills, including business English, grammar, and spelling necessary to organize and effectively communicate ideas to the intended audience and to review and critique staff work products.Excellent knowledge of computer software and data management tools including Microsoft Office products, email, internet/intranet.Ability to communicate effectively, share information, and work collaboratively with staff, peers, and Agency leadership to solve problems.Possess a valid Driver's license (see additional requirements).The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.Preferred QualificationsLeadership and management skills to effectively coach, train and lead peers and subordinates.Experience implementing engineering principles and standards and evaluating conformance of wastewater treatment systems to those principals and standards.Effective communication and human relations skills sufficient to build and maintain constructive relationships with internal and external parties.Knowledge of Agency wastewater permitting, compliance and enforcement, and data management processes, policies, and goals.Knowledge of federal and state wastewater water quality-related regulations, pollutants, and emerging issues.Knowledge of state municipal infrastructure funding programs and wastewater infrastructure needs within the state.Ability to efficiently coordinate and support the work of the unit as well as concurrently managing and addressing issues that arise on Agency projects and processes of considerable technical complexity.Physical RequirementsAbility to conduct site visits in adverse weather conditions at a variety of industrial facilities. Ability to carry up to 20 pounds (monitoring equipment, file boxes).Additional RequirementsThis position requires successful completion of the following:A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license.
