The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.This position serves as both the division's coordinator for Minnesota State Patrol's (MSP) activities funded through Office of Traffic Safety (OTS) grants as well as a divisional content expert and liaison for all MSP professional/technical services procurements.OTS administers numerous programs, the most comprehensive of which is "Toward Zero Deaths" (TZD). Additionally, this position exists to support other MSP programs receiving state and federal funding, which include the Drug Recognition Expert (DRE) program, Standardized Field Sobriety Testing (SFST), and others.This position exists to be a single point of contact for all MSP staff involved with grants for funds sub-awarded to MSP by OTS and by other DPS divisions. As such, this position will compile and generate all grant related paperwork, including documentation and reporting required for submission of reimbursement claims, and will serve as our administrative liaison between the Office of Traffic Safety and Fiscal and Administrative Services (FAS). Significant time will be spent managing MSP involvement with these programs, including routine reporting and reconciling of payroll and federal officer activity tracking data, while ensuring alignment with budgets, filing claims, and other administrative duties necessary to support grant transaction compliance with State and Federal laws.Assist in administering all aspects of State Patrol's professional/technical services contracts, agreements, and related contracting mechanisms, including but not limited to, Annual Plan Agreements, Professional/Technical Contracts, Interagency Agreements, Intra-Agency Agreements, and Joint Powers Agreements. Working closely with FAS contracts staff and MSP's Business Manager, the incumbent will be responsible for coordination of all contract development activities, including drafting of solicitation and transaction documents, administering Quick Calls and Requests for Proposals (Quick Calls or RFPs) and corresponding evaluation and contract award processes, as well as provision of administration and review for MSP's professional/technical services invoices and coordination of contract authorized representative approvals and timely submissions to DPS accounts payable staff.Minimum QualificationsTwo years of advanced administrative support, paraprofessional, or advanced technical experience. An associate degree may substitute for six months of experience or a bachelor's degree may substitute for twelve months of experience.Experience should include the following:

Experience in purchasing goods and services in a private or public sector setting.

Ability to assist in developing written Scope of Work (SOW) language.

Basic math skills for performing simple calculations and basic financial tasks.

Advanced proficiency in Microsoft Office (Word, Excel, and Outlook).

Basic customer service skills to respond to inquiries in person, on the phone, and via email.

Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.

Preferred Qualifications

Ability to obtain purchasing authority for up to $25,000 within three months of hire.

Experience in transacting contracts for professional/technical services as defined by Minnesota Statues 16C.08, subdivision 1.

Good telephone etiquette, professionalism, and ability to maintain confidentiality.

Strong problem-solving skills with the ability to organize work and follow procedures.

Experience in training staff and developing basic financial training materials.

Experience in preparing or assisting in the preparation of solicitations for bids.

Physical RequirementsVery light: Requires occasionally moving and transporting such articles as file folders and small tools.
