This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.The SNAP Service Advisor provides internal and external customer service support when handling inquiries, requests, and complaints from recipients of public assistance programs, private citizens, community organizations and agencies as follows:

Respond to calls and correspondence received via the SNAP Hotline/Direct Service phone line, email, and US Postal Service.

Respond to law firms and collection agencies that are part of the garnishment pilot agreement.

Maintain records to be shared with the SNAP Management Evaluation team and Food and Nutrition Services.

The SNAP Service Advisor supports Minnesota’s use of the Public Assistance Reporting Information System (PARIS) and the Information Eligibility Verification System (IEVS) in evaluating eligibility for federal and state health care, cash, food and childcare assistance programs as follows:

Work with Minnesota counties and Tribal Nations and internal/external partners to maintain federal compliance with timely resolution of PARIS and IEVS matches.

Monitor and respond to all Out of State Verification (OSV) requests.

Act as the Department’s contact for access to and troubleshooting for SAVE (System Alien Verification for Entitlements) and The Work Number (database organizations can use to verify employment and income information).

Note: PARIS and IEVS are federally sponsored computer data matching systems that provide state public assistance agencies with detailed information on data matches for use in maintaining program integrity, detecting and deterring improper payments, and avoiding duplicate interstate public assistance payments.

Responsibilities include:

Respond to telephone calls and emails received by the Division, including those received on the Supplemental Nutrition Assistance Program Hotline and Direct Service Line, from financial assistance clients, private citizens, and Minnesota organizations and agencies. Provide specific information about Minnesota’s SNAP and financial assistance programs, address concerns or complaints for individuals or families being served by SNAP or a financial assistance program and provide information about other services for which customers may be eligible.

Coordinate the garnishment pilot agreement already in place with law firms and collection agencies.

Work with Minnesota counties and Tribal Nations and internal/external partners to maintain federal compliance with timely resolution of PARIS and IEVS matches.

Monitor and respond to all Out of State Verification (OSV) requests.

Perform other duties as necessary to support the administration of cash and food assistance programs and carry out the mission and goals of the Department so that the organization, the counties and Tribal Nations, and the customers will benefit.

Minimum Qualifications2 years of professional experience determining eligibility for public assistance programs. Experience must include:

Customer service experience at the county and/or Tribal Nation level

Working with the SNAP program

Working with eligibility data base systems such as MAXIS, MMIS, and MEC2

Thorough understanding of county agency and/or Tribal Nation operations and case management procedures

Providing program and technical assistance to develop solutions or resolve issues related to SNAP

Excellent oral and written communication skills

Preferred Qualifications

Advanced customer service skills working with a variety of internal and external stakeholders .

Advanced experience using Microsoft Excel and Office applications.

Experience with organizing and facilitating presentations and meetings.

Experience working effectively with others from different backgrounds and cultures.
