This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) (Within Minnesota or neighboring states) and flexible hours options are available .The Grant and Contract Coordinator will oversee and manage the contracting process that is initiated and administered by the Office of Economic Opportunity (OEO). The position operates as a senior subject matter expert that accomplishes effective support and coordinates sub-grantee grant management of statewide programs including Community Action Agencies, the 11 Minnesota Tribal Governments, and 130+ community-based non-profit entities. The incumbent operates as part of a team responsible for all phases of program planning, delivery and evaluation for a set of complex funding streams, including managing grant contracts, receiving grant reports, and managing corporate documents for State and Federal funding. This position provides consultation, and functional assistance to the office so maximization of system capabilities and internal business processes occur. This position specializes in operational processes to identify, develop, improve and establish practices to maintain compliance with mandated state and federal rules and regulations. Incumbents are required to know technical terminology and special software programs to ensure compliance with contract and fiscal processes.The Office of Economic Opportunity administers state and federal grant program funds in the areas of food and nutrition, housing and shelter, Community Action, and other anti-poverty efforts. Develop and manage processes for tracking grants, contracts, and Requests for Proposals (RFP) across the Office of Economic Opportunity including based on legislatively appropriated funding and federal grants to ensure compliance.

Develop and implement specialized technical assistance in coordinating positive communications/process between stakeholders and DHS to inform DHS program and policy development and engender a work environment of continuous improvement.

Serve in an expert capacity to provide consultation and oversight for the Office of Economic Opportunity to organize and manage information-sharing, training and technical assistance to meet agency objectives, improve program management, and comply with grant, state and division requirements and policies.

Minimum QualificationsTo facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.One (1) year professional experience managing grants and/or contracts; OR Three (3) years advanced technical or paraprofessional experience managing grants and/or contracts; OR A Bachelor’s degree in Public Administration, Nonprofit Management, Finance, Public Policy or a related field and Two (2) years advanced technical or paraprofessional experience managing grants and/or contracts. Experience must demonstrate:

Grants management or program management experience, including contract and fiscal policies and procedures.

Strong data and statistical analysis skills.

Knowledge of continuous quality improvement practices.

Highly motivated self-starter, with ability to work collaboratively in a team environment.

Strong interpersonal skills, with an emphasis on communications, and ability to establish rapport with a wide range of people.

Preferred Qualifications

Demonstrated knowledge and experience working with government programs, nonprofit organizations, and/or Tribal Nations, particularly in the realm of anti-poverty or economic justice initiatives.

Ability to interpret, articulate, and present complex technical information to advance solutions.

Advanced strategic thinking for continuous improvement of programs and systems.

Experience with State and federal accounting systems, including SWIFT and EGMS.

Advanced skills using Microsoft Office Suite, Contract Integration System (CIS), Electronic Grant Management System (EGMS), etc.

Variety of experiences working effectively with others from different backgrounds and cultures.
