This position is devoted to providing project management and oversight of the design and repair of the City of Durham Public Works infrastructure: to include streets, sidewalks, and stormwater infrastructure. Perform oversight and management of multiple, complex, and high-profile projects of the City’s infrastructure. Oversee the entire project which may include inspections, prioritization, construction, close-out, and serve as designated subject matter experts. Candidate needs to have good Decision-making skills, includes providing input into management objectives, establishing work goals, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction.Responsible for managing general contractors, inspectors and other consultants; ensuring that project meet deliverables and specifications; inspecting projects on site; re-prioritizing repairs if needed; developing and maintaining project records including documenting all issues, risk, scope and budget changes and impacts to schedules; collaborating with the City Attorney’s office to write high-dollar contracts in accordance with procurement laws and regulations, creating, managing, and tracking schedules and budgets; reviewing project documents and construction activities to identify constructability issues and managing risk issues; reporting unresolved issues to management; preparing reports and agenda items for City council; making presentations; reviewing and approving payment request; and participating in project planning and budgeting.Duties/Responsibilities

Designs and manages the City of Durham Public Works infrastructure repairs; prepares project charters, develops project schedules, conducts bid openings, develops request for proposals, negotiates contracts, leads project meetings, oversees contractors; and ensures that project operations comply with contract specifications, and applicable laws, policies and procedures.

Performs quality assurance and project monitoring duties; inspects projects on site; creates, manages, and tracks schedules and project performance metrics; selects and approves materials; identifies and manages risk and other project issues; and communicates unresolved issues to upper management.

Develops project budgets, to include developing budget summaries, monitoring expenditures, reviewing and approving payment requests, processing change orders, reviewing and processing invoices and purchase orders, resolving discrepancies, and making budget-related recommendations to project stakeholders. Work also may involve managing project grants.

Prepares and/or reviews project contracts, plans, specifications, manuals, progress and other reports, requests for proposals, bid documents, change orders, and other documentation; maintains records; and prepares agenda items for and makes presentations to internal and external stakeholders.

Collaborates with design and other consultants, general and special trades contractors, architects, City Attorney staff, and other City departments, and external agencies; develops and makes presentations to City Council, as assigned; oversees project operations; resolves issues and mitigates project risks; negotiates contracts; and provides technical and general information.

Performing quality assurance duties, to include tracking and monitoring project performance metric.

Perform field inspections and monitor operations to ensure compliance with safety and other applicable regulations, policies, and procedures.

Minimum Qualifications & Experience

Bachelor’s degree in Engineering, Building Construction, Construction Management, Architecture, Design or a direct field.

Five years of construction project management experience.

Valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City.

Additional Preferred Skills

Five Years of managing municipal or public capital improvement projects.

Experience managing complex projects.

Experience managing projects in the field of street and sidewalk repairs.

Ability to demonstrate understanding of local government administration, finance, and procurement.

Ability to demonstrate MS Office (Word, Excel, Power Point, Outlook) and Adobe software proficiency.

Certification in project management, process improvement, organization skills, or equivalent.
