JOB TITLE: Assistant Vice President Program Executive (Human Resources) AGENCY: Construction & Development DEPT/DIV: Operations / People Management REPORTS TO: Chief Administrative Officer WORK LOCATION: 2 Broadway HOURS OF WORK: 8 : 3 0 AM to 5: 0 0 AM or as required (7.5HR/DAY) SALARY RANGE : $148,042 to $1 93,562 DEADLINE: Open Until Filled S ummary This role will serve as MTA Construction and Development Assistant Vice President, Programs (Human Resources ), responsible for implementing the MTA People ' s (HR) integrated solutions, programs, and strategies, as well as support ing and implement ing a full range of HR activities across multiple functions for Construction & Development . The incumbent will oversee the day-to-day Human Resources activities of assigned departments and is charged with developing strategic relationships with designated departments, providing them with an effective and efficient customer service-oriented team that will handle all their HR-related needs. Responsibilities Form and maintain effective working relationships with client groups and provide guidance, support, and interpretation for People - related policies and processes. Regularly meet with assigned business unit(s) to fully understand their challenges and identify and recommend solutions. Act as an integrated partner in the talent acquisition process for assigned business units. I ncumbent will collaborate and p artner with department leads to determine staffing needs and strategy, create new positions, and update current job descriptions to ensure the departments attract and retain talent. Partner with management and employees to enhance work relationships, increase job satisfaction and employee engagement, increase productivity and retention, and decrease/mitigate attrition . Ensure that employee best practices are adhered to and work with administration, legal, l abor, EEO, and other stakeholders to ensure ER compliance. Execute strategic workforce planning, succession planning, and organization structure optimization to achieve department targets and milestones. Maintain knowledge of legal requirements and applicable organizational policies related to the day-to-day management of employees to reduce risks and ensure regulatory compliance. Keep abreast of any changes to policy and ensure accurate communication. Provide HR guidance and policy interpretation to employees and managers for escalated issues. Provide research and statistical information to assist in formulating HR policies and programs, including ad hoc research and reports as requested. Analyzes and makes recommendations for policy and procedural changes ; socialize and provide guidance to senior management; supports MTA People in implementing such changes. Provide performance management guidance and consultation. Monitor and conduct trend analysis for key metrics that can be used to maximize efficiencies and improve HR processes to meet the organization's needs better. Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and assess employee performan ce. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential. This position is also responsible for changing the culture of HR to improve processes and procedures and develop and monitor improvement plans for employees with performance issues; resolving supervisor and/or employee conflicts and issues; developing programs and creating an environment of diversity and inclusion to increase job satisfaction, morale, and productivity. Exercises proper judgment in responding to inquiries while referring more complex issues to the appropriate individuals within the organization. Travel may be required to other MTA locations or other external sites. Other duties as assigned. Education and Experience Bachelor ' s Degree in Human Resources, Business Administration, Organizational Design and Development, Public Administration, or related field or equivalent experience. Must have a minimum of fifteen (1 4 ) years of recent, related, or progressively responsible human resources experience. Must have a minimum of (10) years of experience in a management or supervisory role. Competencies: Proven leader as a change agent and creative/innovative thinker who can align business goals with solutions and drive human resources process improvements within the C&D People Organization. Proven ability to build effective partnership relationships with Senior Leadership, Department Heads, Managers, Inter-Agency Staff, State, Federal, and Local Governmental Officials, and External Stakeholders. Proven ability to interact with managers and employees at all organizational levels and to work as part of a team. Must have the ability to handle confidential matters with solid business acumen. Must have a practical working knowledge of at least four human resource disciplines: recruitment, workforce strategy, coaching, performance management, employee leave, organizational design and professional development, or benefits. Must have experience administering human resources programs and managing multiple responsibilities simultaneously within limited specific time frames. Must possess proven, effective leadership, management, problem-solving, planning, organizing, and decision-making skills, with creativity abilities, to identify and resolve related issues, find solutions, and establish preventative measures for future occurrence. K nowledge of relevant state and federal laws and regulations affecting related HR activities. Experience developing, implementing, and administering policies and procedures. Effective interpersonal, analytical, conflict management, organizational, negotiation, and communication skills. Knowledge of corporate organizational structures and their functions with a broad perspective of resource needs and employee development. Knowledge of Microsoft Office applications (i.e., Excel, Word, Visio, PowerPoint, or Power BI); TEAMS, Zoom, or similar virtual platforms; and HR Systems - PeopleSoft, Oracle, or similar HRIS software applications.
