OUR CITY

With a population of 3200, The City of Everson is located in Whatcom County, Washington. There are 21 staff that support the City’s six departments of Finance, Planning, Municipal Court, Police, Public Works and Utilities.

Everson and the nearby city of Nooksack lie near the foothills of the Cascade mountains in Northwest Washington. Located on the banks of the Nooksack River, the businesses support the surrounding farms and logging industries. The town's small business district provides all the basic services. Throughout the year, the area hosts small festivals in town or in the surrounding area, including a summer festival and harvest festival.

JOB SUMMARY

Reporting to the Mayor, the Finance Director/City Clerk is responsible for all administrative operations of the City Clerk’s Office. As Clerk, this position is responsible for the collection and maintenance of all official records of the City and serves as the Clerk to the City Council. As Treasurer/Finance, this position is responsible for all operations pertaining to the City’s finances and revenues. This position must monitor and control public funds in a dependable, honest and accurate manner, in keeping with established municipal guidelines and Washington State Budgeting, Accounting, and Reporting System (BARS) rules and RCW’s regarding such issues. The Finance Director/City Clerk oversees smooth efficient administrative operations and is responsible for the City’s Human Resources functions.

The Clerk’s office is the first point of contact with many of the citizens the City serves. This

position must be customer-focused and able to work effectively with the public. Supervises office staff. Supervisory duties include the broad range of interaction including setting priorities, assigning tasks, reviewing work products, training and instruction, performance reviews, and hiring.

ESSENTIAL DUTIES

1. Serves as the keeper and maintainer of all official records including files of contracts, ordinances, and resolutions. Acts as the Public Records Officer managing public record requests.

2. Serves as the Clerk to the City Council. Develops meeting agendas, attends council meetings, and produces true and complete minutes of the proceedings.

3. Oversees the preparation and publishing of official legal notices and documents.

4. Officiates at all bid openings and prepares bid results. Manages procurement processes, understanding and applying appropriate bidding and purchasing procedures.

5. Reviews and processes all contracts and agreements for completeness, accuracy, and proper bonding and insurance.

6. Manages all grant funding awarded to the City and complies with requirements specific to the state, federal, and local awarding agencies.

7. Supervises the preparation and maintenance of all financial records.

8. Monitors the preparation of the municipal payroll including payment of appropriate payroll and other quarterly and annual tax forms.

9. Manages all accounts payable, receivable, and the general budget. Establishes billing procedures and supervises the distribution of billing statements and the collection of payments.

10. Invests City revenues, maintaining records related to all investments.

11. Apprises the Mayor on the status of revenues and expenditures and the general status of City finances.

12. Develops monthly and quarterly financial status reports for the Mayor, Finance Committee, and City Council. Prepares monthly, quarterly, and year-end financial reports as appropriate.

13. Manages the City’s Human Resources function including compensation and benefits administration, recruitment and selection, oversight of performance review process and other HR-related areas.

14. Works with the Mayor to develop the City budget.

15. Analyzes financial trend data to help forecast and determine budget and spending approaches.

16. Serves as the Mayor’s primary assistant for administrative matters.

17. Serves as the City’s delegate and primary contact with insurance companies and the City Attorney.

18. Coordinates staff meetings and disseminates information to City employees.

QUALIFICATIONS

PERFORMANCE REQUIREMENTS (Knowledge, Skills, and Abilities):

1. Knowledge of current management theories, practices, and techniques in each of the functional areas above which fall within current or potential responsibilities of the position; relevant federal, state, and local laws and regulations.

2. Knowledge (or ability to obtain) of public disclosure laws, records management, and project management.

3. Ability to obtain a working knowledge of the software applications used by the department, to use both PC and network systems to efficiently work with the City’s core financial data.

4. Ability to utilize a variety of spreadsheet and other computer software for report production.

5. Management skills including leadership and supervisory skills, problem analysis and decision making, planning and organizing, controlling and evaluating, interpersonal sensitivity, adaptability and flexibility, stress tolerance and time management.

6. Excellent oral and written communication skills for communicating with City employees, vendors, other agencies, and the public.

7. Ability to obtain a working knowledge of City financial and revenue systems as well as pertinent federal, state, and local laws and regulations as they apply to work performed.

8. Ability to function as a member of a management team.

9. Ability and willingness to maintain the absolute confidentiality of sensitive files, data, and materials accessed, discussed or observed while working with City staff.

10. Physical ability to perform the essential functions of the position.

DESIRED QUALIFICATIONS:

1. Associate’s degree in a business field (preferably accounting or finance).

2. Minimum of four years of progressively responsible accounting or finance experience.

3. Minimum of two years supervisory or management experience, preferably in the accounting or finance fields.

4. Significant additional experience may be accepted as a substitute for the Associate degree requirement.

5. A combination of experience and training that provides the applicant with the knowledge and skills to perform the job will be considered.

6. Strong knowledge of computerized accounting procedures and spreadsheet/database applications required.

7. Experience in a governmental environment preferred.

8. Municipal Clerk Certification (CMC or MMC), Certified Public Finance Officer (CPFO) or the ability to become certified.
