General Purpose
Performs a variety of routine technical accounting and administrative functions in maintaining the fiscal records of the City.
Primary Duties
Utility Billing
Performs regular, recurring utility billing duties for the entire billing cycle.
Creates utility-related master files as required. Audits and updates with City GIS staff for complete information in utility/land database.
Serves as liaison between meter reading function and utility billing. Schedules and coordinates meter-reading audits, required corrections, disconnect, and billing activities.
Processes utility-related leak requests and all approved adjustments to utility billing system.
Processes residential, commercial, and industrial utility billing bills, both in cycle and when proration is required. Reviews billings for accuracy. Resolves discrepancies.
Assists customers by phone, in writing, and at the front counter with inquiries and complaints related to utility billing.
Reviews system updates on behalf of information technology (IT) department and recommends maintenance and updates to automated utility billing system. Coordinates with IT department when updates are required. Conducts system update tests.
Performs special account research as assigned.
Generates utility financial and usage reports as required.
Collects fees and processes funds. Conducts daily deposits when needed.
Assists in maintaining PAWS system. Verifies credit card payment files and uploads into utility billing system.
Maintains and audits ambulance utility service fee.
Responsible for collection of delinquent utility accounts, including preparation of door hangers, shut off and turn on orders, and preparation and filling of utility-based liens on properties. Maintains daily cash balance, balancing cash on hand against receipts.
Assists Public Works Director with utility-related items as needed. Provides written documentation as needed.
Maintains utility-related supplies.
Reporting
Prepares periodic reports and analysis as per departmental procedures or as requested by Finance Director, City Administrator, and staff. Assists in the preparation of various state and/or federal reports.
Records Management
Maintains City finance-related records in accordance with departmental policies and procedures, state law, and record retention guidelines.
General Fiscal
Prepares journal entries as required to properly reflect accounting transactions in general ledger. Reconciles general ledger as required.
Accumulates, calculates, posts, balances, and reconciles data for specific accounts. Identifies, traces, and otherwise resolves discrepancies as required for all accounting functions.
Follow City ordinances relating to financial functions with direction from senior staff.
Adheres to all departmental policies and procedures.
Minimum Qualifications
Education and Experience
Technical or AA degree in Accounting, bookkeeping or related field and three (3) years of related experience; OR
Bachelor’s degree in finance, Accounting or related field and one (1) year of AP/AR experience; OR
Equivalent combinations of education and experience that provide the incumbent with the necessary qualifications may be considered.
