General Purpose

This position performs a variety of technical accounting functions in the oversight of the City’s Accounts Receivables module.

Primary Duties

Accounts Receivable

Verifies proper BARS account coding prior to receipting of city funds.

Provides timely receipts of cash and related assets on behalf of the City.

Maintains daily cash balance, balancing of cash on hand against receipts.

Provides timely billing/tracking of City land leases, rental assets and other miscellaneous billing.

Administrator of cash receipting module and Xpress bill pay forms within the module.

Audits departments receipt batches.

Responsible for the oversight of the Accounts Receivables module.

Responsible for training others in the Accounts Receivables module and coordinating backup coverage within the unit.

Responsible for A/R status and reporting to the Accounting Manager.

Is the Accounts Receivables modules lead technician.

Utility Billing

Supports the regular, recurring utility billing duties for the entire billing cycle.

Helps create utility-related master files as required. Audits and updates with City GIS staff for complete information in utility/land database.

Coordinates meter reading function, including analyzing meter reading input for exceptions and errors. Authorizes re-reading of meters where inconsistencies between readings appear.

Processes utility-related leak requests and all approved adjustments to utility billing system.

Processes residential, commercial, and industrial utility billing bills, both in cycle and when proration is required. Reviews billings for accuracy. Resolves discrepancies.

Reviews system updates on behalf of information technology (IT) department and recommends maintenance and updates to automated utility billing system. Coordinates with IT department when updates are required. Conducts system update tests.

Performs special account research as assigned and works to correct errors or inefficiencies.

Generates utility financial and usage reports as required.

Collects fees and processes funds. Conducts daily deposits when needed.

Responsible for collection of delinquent utility accounts, including preparation of door hangers, shut off and turn on orders, and preparation and filling of utility-based liens on properties. Maintains daily cash balance, balancing cash on hand against receipts.

Interacts with the public and staff in a professional, timely and courteous manner.

Records Management and Reporting

Maintains Account Receivables files and records in accordance with departmental policies and procedures, state law and record retention guidelines.

Responds to and collects data for public records requests.

Prepares reports and researches historical data to ensure proper coding of receipts per most recent BARS initiatives.

General Fiscal

Interprets City ordinances relating to financial functions.

Adheres to all departmental policies and procedures.

Interacts with the public and staff in a professional, timely and courteous manner. Works with Budget Manager to ensure up to date information with regard to coding and recording of receipts.

Other Duties

Represents the City and/or the Finance Department to outside agencies and the public as needed.

Serves on various City employee or other committees as assigned.

Performs other related duties as needed and assigned.

Education and Experience

Technical or AA degree in Accounting, bookkeeping or related field and three (3) years of related experience; OR

Equivalent combinations of education and experience that provide the incumbent with the necessary qualifications may be considered.
