DescriptionAs Norfolk's livelihood and economy face the challenges of rising sea levels and increased storm intensity, Norfolk must adapt to the changes necessary to ensure its resilience. The Real Estate Coordinator will oversee and coordinate various real estate-related tasks such as title research and appraisals associated with property & property rights acquisitions for the Norfolk Coastal Storm Risk Management (NCSRM) project, a partnership between the Office of Resilience and the U.S. Army Corps of Engineers (USACE). The City of Norfolk's Office of Resilience is seeking a Senior Projects Manager to be responsible for coordinating every aspect of resilience projects from reviewing and approving contract terms, to coordinating deadlines, implementing review plans, approving budgets, invoices and more. The Senior Projects Manager will act as a liaison to contractors, project stakeholders, partners, residents, other City Departments, and various state and federal agencies. The Senior Projects Manager will ensure compliance with state and federal regulations, the terms and conditions of applicable contracts, documenting and agreeing on any approved changes, or amendments that may arise during project implementation; and reviewing, approving and providing guidance on personnel, partnerships and programs. Department Hiring Range: $70,887 - $97,212Essential FunctionsEssential functions include but are not limited to:

Oversees major engineering and construction aspects of the Norfolk Coastal Storm Risk Management (CSRM) Project through budgeting, setting deadlines, and ensuring project milestones and deadlines are met.

Leads and manages the City’s Program Management Consultant Team in establishing total scope, budget, and schedule for the implementation of the Norfolk CSRM Project.

Manages the consultant team of engineers, environmental scientists, schedulers, technicians, and inspectors by providing feedback and communicating through weekly meetings with consultant team about the status of deliverables and assigned tasks related to various phases of the CSRM project.

Supervises inspectors and engineering staff including scheduling, training, and conducting performance evaluations as well as approving time sheets for billing of staff time on projects.

Meets with architects/engineers to discuss City policies; provides design developmental comments at various stages of project design; attends all design and project construction progress meetings and design milestone review meetings.

Coordinates project activities, including permitting, and compliance issues, with other stakeholders including utility companies, with other federal, state, and local agencies.

Provides information, education, and technical assistance to the public; meets with local businesses or citizen or business groups affected by the Norfolk CSRM Project and communicates project updates about each of the project phases.

Responds to citizen questions, concerns, or complaints pertaining to the Norfolk CSRM Project. Provides information, research problems, and initiates resolutions.

Provide QA/QC support for contractual and construction management aspects of the Norfolk Coastal Storm Risk Management (CSRM) Project through project budgeting, setting deadlines, and ensuring project milestones are met.

Supports the City’s Program Management Consultant Team in establishing total scope, budget, and schedule for the implementation of the Norfolk CSRM Project.

Reviews scopes of work, notices to proceed and invoices for a consulting team of engineers, environmental scientists, schedulers, technicians, and inspectors by providing feedback and communicating through weekly meetings with consultant team about the status of deliverables and assigned tasks related to various phases of the CSRM project.

Drafts memos, routes and tracks grant application through internal and external processes. Monitors funding requests, expenditures, and reimbursements.

Provides coordination with City budget and finance departments and with state and federal agencies regarding project funding to ensure project continuation and completion.

Education/ExperienceWork requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.A minimum of five (5) years of contract or project management and experience using data and metrics to drive improvements. PMP or CCM professional certification is preferred.Applicant must be willing to submit proof of success in developing and maintaining construction project schedules and resource allocation plans.Additional Information & RequirementsAdditional Information & Requirements:

Must have strong computer skills and knowledge of common programs such as Microsoft Office, including Microsoft Project.

Must possess excellent written and oral communication skills.

Strong knowledge of project management techniques and tools required.

Work Location: 501 Boush Street, Norfolk, VA 23510 Work Hours: M-F 8:30 am - 5:00 pm Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
