The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.The Cannabis Expungement Board (CEB) is a new state board established to review felony cannabis-related convictions to determine their eligibility for expungement or resentencing. The CEB is filling up to two Managing Attorney positions. These positions will be members of the Cannabis Expungement Board (CEB) leadership team and play a key role creating and executing the legal and procedural framework of the Board. These positions provide an opportunity for meaningful, equity-addressing work and to help establish an agency from the ground up.The managing attorney will be responsible for providing direct oversight, supervision, and coordination of a legal team consisting of paralegals and attorneys performing complex legal research, analysis, and advice to advance the transformational and equity goals of the agency. They will leverage deep knowledge and legal expertise, specifically in criminal law, to make recommendations for expungement or resentencing that are consistent with applicable laws and in consideration of the impact of potential Board actions and will provide advice to the agency and board on litigation strategy.Minimum QualificationsTo be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

Juris Doctor and licensed to practice law in Minnesota

Three (3) years of experience as practicing attorney

Demonstrated leadership experience. Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g. ELI or SLI), or comparable leadership program

Preferred QualificationsThe following qualifications are strongly desired of applicants seeking consideration for this position:

Experience in and working knowledge of criminal justice and expungement law

Experience as a criminal prosecutor and/or defender

Experience supervising staff

Experience in the public sector managing or leading agency strategic initiatives, operations, budgets, personnel.

Experience planning, organizing, coordinating, implementing, and reporting on program objectives

Experience in interpreting government rules, regulations, and laws, including the MN Government Data Practices Act

Experience implementing or monitoring compliance with data practices/data privacy requirements

Demonstrated ability to partner with public and private organizations, special interest groups, elected and appointed officials

Team building skills, including superior communication, written and public speaking skills

Well established negotiation skills and an aptitude for building consensus through cooperation and coalition-building
