To administer funds designated for American Indian groups, organizations, and reservations within the State; establish policies and procedures for American Indian Programs in cooperation with the Behaviors Health Division, American Indian Mental Health Advisory Council, and the American Indian Advisory Council for Substance Abuse Disorders. This position is a statutory position under Minnesota Statute 254A.03 Subd 2.This position requires collaboration across sections within the division, across the administration and the department. The incumbent manages and supervises staff, oversees, and directs policy work, assists in leading the creation of a behavioral health continuum of care, develops and directs special projects and initiatives, and provides management level leadership and consultation.This position provides leadership to the development and sustainment of a continuum of care of substance use disorder services. The incumbent manages the development of policy and oversight of research that includes all American Indian substance use and mental health related policy, the State’s opioid epidemic response, as well as age-appropriate behavioral health services for all stages of life (birth through adulthood). The incumbent also oversees the implementation of a multigenerational approach for applying and implementing behavioral health services.This position takes a lead role in planning and implementing American Indian division-wide activities, including mental health and substance-use prevention and early intervention; children’s mental health services, school-linked mental health grants, children’s substance use disorder services and early childhood behavioral health services.The incumbent is knowledgeable about division wide priorities and strategic direction, behavioral health services and policy and represents the division on behalf of the Deputy Directors of Mental Health and Substance Use Disorder Services.Some more responsibilities include, but are not limited to:
Direct clinical policy and research work within the scope of Mental Health for the American Indian Team of the Behavioral Health Division. Ensure that support for division activities is efficiently and effectively delivered.
Manage and supervise American Indian Section staff to facilitate effective and efficient operations; ensure that program outcomes are consistent with section, division, and agency goals.
Monitor local and state agency delivery of established Substance Use Disorder/Mental Health services and provide consultative assistance as required as requested or assigned, utilizing staff capabilities.
Direct the selection of grantees/contractors, monitor grantee and contractor performance, and evaluate grant outcomes in the areas of treatment in both Substance Use Disorder and Mental Health areas on; prevention and training, utilizing staff capabilities.

Experience as a supervisor, lead worker, team lead, project lead.
Completion of a State of Minnesota leadership program (e.g., ELI, L4).
A paid/unpaid position leading a program or chairing a committee.
(e.g., ERG) - Experience must include:
1+ year of experience identifying issues, goals, and strategic actions.
100+ hours per year time commitment
ANDFour (4) years specialized experience working for a human services organization or mental health program.Experience must clearly demonstrate:
Extensive knowledge of and experience working with behavioral health condition and services.
Extensive knowledge of mental health and substance-use disorder treatment methods designing, implementing, and evaluating the effectiveness of integrated and individualized program of services.
Thorough understanding of social work treatment methods designing, implementing, and evaluating the effectiveness of integrated services.
Strong understanding of core grant management standards and practices.
Project and program management skills that include evaluation and tracking grant budgets.
Lived experience in an Urban American Indian community or experience working with American Indian communities providing services.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Knowledge of Minnesota’s Behavioral Health service delivery systems.
Commitment to equity and reducing heath disparities.
Strong supervisory and management skills.
Ability to deliver and train on specific aspects substance use prevention programs.
Mental Health Licensure
Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
