This position is responsible for the business and financial operations of our extensive research services activities. This position allows opportunities to work as a supervisor for service units within finance and procurement. You will join our ULAM Leadership team and contribute to strategic decision making and providing advice on the financial impacts of decisions. The position will report to the ULAM Chief Department Administrator (CDA) and join a diverse workforce and an amazing team of business professionals who support the U-M research community (faculty, residents, staff, and trainees) in achieving the highest animal welfare standards in the pursuit of impactful science to benefit both human and animal health.The ideal candidate will have a strong financial background to establish, review, and reassess statements of activity, profit/loss, and recharge rates, and be responsible for organizing budgets for a diverse set of unit service providers. Responsible for ensuring fiscal accountability associated with budgeting, cost control, business planning, goal-setting, and process improvement.

Provides detailed analysis of finances with ULAM Leadership to ensure alignment with our oversight organizations both Michigan Medicine and OVPR.

In partnership with the ULAM CDA and other ULAM Leadership, provides analysis and preparation of the capital equipment budgets and allocations.

Adherence to theCost Analysis and Rate Setting manual (https://grants.nih.gov/grants/policy/air/ratesettingmanual2000.pdf) for animal research facilities. Oversees annual generation of cost recovery rates and strategies to evaluate and balance budgets, as well as preparing communication and recommendations related to recharge rates and special service rates. Maintains electronic-based (eRam) financial operations by uploading current rates lists for recharge services and billing

Performs specialized analysis requiring knowledge of various financial functions such as budgeting, auditing, financial planning, and taxes; consolidations and prepares forecast reports to support ULAM leadership decisions for long term, strategic budget planning.

Leads the implementation of core administrative functions of the unit, including the preparation of budgets, reports, financial analyses, and variance controls. Works with the ULAM CDA to communicate key performance indicators and other information to Medical School Office of Research leadership and key constituents, including the U-M Office of Research.

Retains accountability for all business operations related to ULAM research grant management, recharge services, and administrative functions through operational analysis.

Supervises research administration FTE for pre- and post-award activities for ULAM faculty grant awards and reports inconsistencies to the ULAM CDA.

Operations Management 10%

Provides leadership, professional expertise, and exceptional service, often by leveraging the expertise of others; manages via knowledge of administrative skills; and, as appropriate, delegates work duties to subordinates.

Demonstrates independent judgment in developing appropriate courses of action within the context of policies, standards of practice, and internal controls.

In partnership with ULAM CDA, provides executive support for the financial operations of ULAM, recommending strategic direction and providing leadership for the strategic operational adjustments for the financial enterprise.

Demonstrates measurable efforts to improve operational effectiveness, attain department/unit objectives, enhance customer service, and facilitate faculty research initiatives.

Continuously assesses work environment to enhance operational efficiency.

Human Resources Management 15%

Manages processes for interviewing, selecting, and training of employees under their direct supervision; setting and adjusting rates of pay and hours of work; planning and directing work; appraising productivity and efficiency for the purpose of recommending promotions or other status changes; handling complaints and grievances; and overseeing disciplinary actions when necessary.

Develops a climate for staff that is motivating, nurturing, and inclusive; that focuses on individual and group developmental; and that assists in determining appropriate priorities and professional goals.

Required QualificationsFinancial Senior Manager:

Bachelor's degree or higher in a financially related field with specialization in accounting

5-7 years of experience in accounting or work within a financial oversight environment

Financial Intermediate Manager:

Bachelor's degree or higher in a financially related field with specialization in accounting

3-5 years of experience in accounting or work within a financial oversight environment

Demonstrated professional demeanor with strengths in confidentiality and ethical decision-makingDemonstrated ability to effectively lead work teams with strong communication skillsDemonstrated ability in summarizing multiple complex financial reports to enhance strategic objectives and support departmental prioritiesNote: under FLSA, this is the exempt job classification for this title. Incumbents in this position must meet the full criteria for exempt status: salary level, salary basis, and duties tests.Desired Qualifications

3 or more years of experience in setting per diem rates for animal care or other recharge services

Knowledge of the University's financial system (e.g., Business Objects, Research Animal Management [eRAM], M-Pathways, Human Research Management System)

Master's Degree in Business (MBA) or equivalent educational achievement

Demonstrated proficiency in formal financial presentations

Experience in strategic proposal development

Knowledge of drafting effective Memoranda of Understanding (MOU?s) for business partnerships

Experience in sponsored programs management and research administration
