Jhpiego is seeking a dynamic and visionary leader to fill the role of Vice President, New Program Development . Reporting directly to the Chief Executive Officer/President, this pivotal position will be instrumental in driving the development of long-term organizational strategies on a global scale. The successful candidate will assume a crucial leadership role, providing comprehensive direction for all resource development efforts. This entails overseeing funding from a variety of sources, including US government agencies, international development organizations, foundations, and corporations.Key responsibilities of this role include establishing strategic priorities for global development initiatives, aligning Key Performance Indicators (KPIs) with organizational goals, and ensuring that Jhpiego's mission, vision, and values are reflected in all opportunities pursued. Additionally, the Vice President will lead a team of development professionals, providing guidance in engaging donors and partners, leading development activities, preparing proposals, and managing post-award activities including financial negotiation.This role plays a critical part in systematically building organizational capacity to generate resources in support of Jhpiego’s mission and contributes significantly to addressing organizational challenges and advancing problem-solving as a member of Jhpiego’s Leadership Team.Responsibilities:Strategy Development

Collaborates with Leadership Team to establish Jhpiego’s strategic plan with emphasis on organizational positioning and strategies to pursue optimal funding opportunities to ensure sustainability of the organization

Leads the development and implementation of Jhpiego’s development strategy

Develops, manages, and reports on New Program Development budget

Establishes and reports on annual and long-term development and growth targets for the organization

Consults with SVP, Global Program & Technical Excellence to make bid/no-bid decisions

Leadership

Develops and implements resource mobilization strategies, including those for corporate, foundation, USG, multilateral donors, foreign government, and other funding sources.

Collaborates with Jhpiego leadership; departments in Baltimore, Washington, and country offices to optimize results across all phases of the NPD cycle: corporate positioning, leads development, proposal preparation and post-award actions.

Ensures Jhpiego maximizes competitiveness through the preparation, selection, teaming, and pursuit of funding opportunities

Communicates NPD office vision, priorities, and associated processes across the entire organization.

Monitors and reports on achievement of NPD targets, including total revenue, diversification, geographic and technical balance.

Provides guidance and act as a sounding board for NPD information gathered by program staff, and for their development of concept papers and proposal solicitations Policy

Develops and implements New Program Development policies and best practices at the organizational level

Market Analysis & Landscaping

Track, analyses and interpret donor trends – make actionable information available to leaders to support corporate positioning, leads development and decision-making.

Aligns pipeline of opportunities and decisions on risk with organizational financial position

Organizational Representation

Represent Jhpiego at external events, donor meetings and conferences.

Expand Jhpiego’s external network to enable partnership formation, intelligence gathering and benchmarking

Develop systems to ensure appropriate donor stewardship, including relationship development, follow-up, deal closure and renewal.

Organizational Positioning

Serves as capture manager for select proposals charged with overall accountability and responsiveness, including competitive analysis, leads development, value proposition, partner agreements, negotiation, technical win themes, cost strategy approval and final sign off.

Oversees the constant strengthening of the proposal resource guide designed to enable standardized, streamlined, and high-quality proposal submissions across Jhpiego

Fosters cross functional collaboration among units to achieve strategic positioning, effectiveness, and efficiency

Supervision

Ensure staffing structure reflects organizational priorities and proactively addresses needs across the New Program Development function, cutting across all organizational divisions.

Provides coaching, guidance and mentorship to direct report(s) where needed.

Sets targets and objectives for assigned area and delivers results.

Grows team expertise to align with program and organizational direction while continually looking for ways to provide / enhance the value delivered.

Tracks, monitors, and effectively addresses and / or rewards performance of team members.

Manages employees in compliance with all HR policies, procedures, guidelines.

Shares knowledge, information, skills, and subject matter expertise among the team and ensures the timely communication of issues while encouraging good working relationships with other functions / teams.

Recruits for all hires to ensure a highly diverse, qualified workforce with the necessary capabilities needed to achieve goals

Special Skills, Knowledge & Abilities:

Demonstrated prior success in securing funds from the USG, Foundations and Corporations. Deep knowledge of grants and proposal submission requirements, and partnering arrangements

Demonstrated acumen executing donor visits across all donor categories, capturing intel and insights while generating a positive impression.

Demonstrated success from hands-on-capture and proposal management experience. Successful experience structuring, writing and/or revising substantial portions of complex, multi-partner, multiple technical area proposals

Demonstrated experience formulating and/or facilitating theories of proposals which have achieved effective implementation – whether for internal organizational development or external project implementation.

Adept at formulating actionable problem statements amenable to human center design

Knowledge and understanding of global health priorities and needs, especially related to universal health care, primary health care, health systems, service delivery, and/or other key technical health areas (MNH, Family Planning, HIV, gender, social behaviour change communication)

Clear insights into effective project implementation based on field experience.

Demonstrated success in change management and building organizational systems to be more effective and efficient.

Demonstrated strong values-based leadership skills and visionary capabilities, with the ability to relate well across home office and field leadership.

Demonstrated strong analytical and critical thinking skills.

Outstanding interpersonal, communication, and negotiation skills applied in a cross-cultural context.

Current networks within the global health community

Proficient French or Spanish language skills

2+ years living and working in low- and middle-income countries relevant to the position.

3+ years of experience developing cost volumes for proposals.

Ability to contribute technical and/or programmatic innovations.

Travel up to 30% of the time

Minimum Job Qualifications

Minimum Qualifications

Advanced degree or equivalent experience in health program management, program development public administration or related field

15+ years' experience in program planning/management for developing countries.

10+ years’ hands-on leadership experience in business development, including strategy development, proposal writing, and staff operations within a large, functionally complex organization engaged in international development.
