Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (Acq Demo) position. This position is covered by the NH-03 pay band with a salary range of $99,200 - $153,354. Responsibilities Provide advice, guidance and assistance to PM Management concerning the contractual/ procurement aspects of highly complex, high monetary value, long term acquisitions for major weapon systems. Consult with the supervisor to manage the complete acquisition program designated major systems/equipment throughout the entire life cycle of assigned very complex systems. Helps establish, plan for and in support of acquisition reform serve on Source Selection Evaluation Board (SSEB) to analyze proposals to ensure conformance with PM’s initial weapon systems acquisition requirements. Respond to a wide variety of inquiries, including formal protests and congressional inquiries. Serve as an advisor to project officials in planning meetings in the development of long-range acquisition plans and strategies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing duties that include: 1) evaluating contracts and acquisition documentation for compliance with applicable laws and regulations.; 2) analyzing acquisition strategies for best contract strategy to meet mission requirements; and 3) reviewing contract language for clarity and concerns with contract clauses. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Direct Deposit of Pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
