Supplemental InformationThis is a part-time positionThis position is located in Baton Rouge, LAOffice of Federal Support & Grantee RelationsJob Focus Areas:The Division of Federal Support & Grantee Relations assists the Louisiana Department of Education (LDOE) administrators in planning, coordinating, effectively using sub-grantee funds distributed by the agency. The part-time Administrative Program Specialist A reports to the State Homeless Coordinator. This individual must be knowledgeable and have an understanding of laws, regulations, programs, policies, procedures and practices regrading the Federal McKinney Vento Grant. This position provides duties related to the proper operation, coordination, and program management support and assistance to the State Coordinator in the Division of Federal Support and Grantee Relations. Duties and responsibilities include, but are not limited to the following: Contract Development and Reviews, Budget, Information Technology, and Personnel. Duties and responsibilities include, but are not limited to the following:
Develop and implement strategies and objectives to assist sub grantees and/or stakeholders with the delivery of high quality McKinney Vento Services ensuring that program operations are consistent with state/federal guidelines, policies and objectives.
Manages the operations of a departmental or statewide program, including assisting with budgets, development of contracts and budgetary reporting.
Establishes, implements, and revises (as required by law) the programs standard operating procedures.
Provides technical assistance and consultation via email and/or telephone to LEAs, sub grantees, agency personnel and other helpdesk users regarding program issues.
Reviews applications, reports, records, and contracts to ensure costs claimed are allowable and contract/grant targets are on track.
Plan, conduct and/or coordinate in-service/professional development training for sub grantees, LEAs, CBOs and other stakeholders as needed.
Organizes, maintains and updates files. Develops and maintains tracking system to track documents and files within the Division and other duties as assigned by the State Homeless Coordinator.
Monitors and evaluates vendor performance and ensures all deliverables are received as expected by the state agency across all contracts within the Division of Federal Support and Grantee Relations.
Assists with the Request for Applications (RFA) processes by building timelines, coordinating reviews, and working with appropriate staff to ensure successful release and award process.
Attends training opportunities to stay current and updated in the contractual and procurement procedures and requirements.
Oversees, Organizes and Coordinates the submission of data by sub grantees into the federal and state reporting systems (Consolidated State Performance Report, Federal Surveys, State Plans, etc.).
Maintains the vendor contracts.
Serves as program liaison for both internal and external agencies with respect to request for data and information technology matters.
Coordinates activities and projects with other Division staff to ensure uniformity or implementation and administration, training, and testing of system changes and modifications.
Assist in the training and implementing changes to any systems as required by federal regulations and state laws. Manages, maintains and updates (as needed) EdLink a database of homeless student data.
Perform other tasks as directed by the State Homeless Coordinator, Director, or Assistant Superintendent.
NOTE: This part-time position is not eligible for benefits or paid holidays, and has a limit to the number of hours worked (maximum of 1245 hours) in a 12 month period, beginning with the first day of employment.
