This position is primarily assigned to a region of the state; however, the incumbent of this position may be assigned to other locations around the state as needed or as directed by the DOTD Program Supervisor, DOTD Statewide Program Manager, or DOTD Statewide Program Manager 2. 70% Assists in the development, management, and direction of state aviation transportation policies, goals, and objectives. Confers with state legislators, commission members, parish officials, and private organizations to provide professional guidance and representation in all matters concerning aviation within assigned region of the state. Confers with government regulatory agencies, airport authorities, and other aviation representatives to propose revision and adoption of regulations and procedures governing flight operations activities and submits recommendations for development of and compliance with state aviation transportation policies, procedures and programs. Manages, directs, implements, and evaluates state aviation transportation development programs on the regional level to achieve multimodal transportation goals and objectives. Coordinates, administers, implements, develops and maintains aviation programs such as airports capital improvement program, general aviation airport maintenance program, and the Airport Construction and Development Priority Program for assigned region of the state. Conducts field surveys to evaluate operations and recommend changes; reviews and analyzes reports such as prior expenditures, facility operations and maintenance records, and volume of traffic in order to prepare proposed facility development plans, operations policies, and develop program budget estimates for upcoming fiscal year. Coordinates and requests inspections of airports and facilities such as runways, buildings, lighting, and navigation aids; reviews inspection reports to determine improvements required. Implements, plans, directs, and evaluates state of air transportation within assigned area.20%Assists in implementing fiscal policy and administering expenditures of state and federal funds allocated for aviation development on a regional basis by reviewing and analyzing maintenance and funding records. Manages budget for all activities as may be required for mission accomplishments as allocated in the annual prioritization of airport capital improvement projects and associated federal and state funding for presentation to the legislature.
