The Work You Will Do: This Environmental Specialist I position is in the Division of Air’s Compliance Assurance Section (CAS) and reports directly to the Environmental Administrator (EA). The primary role of this position is to assist with core CAS functions such as statewide regulatory oversight, emissions inventory reviews, compliance assistance, managing the Division’s data systems and electronic tools, and ensuring data management and federal reporting requirements are met. Through a variety of services for our customers – the public and industry – the division regulates the state of Florida’s air resource fairly, consistently, and efficiently, while implementing state, federal, and U.S. Environmental Protection Agency requirements and enabling the economic development of the state. The Division provides these services through its Director’s Office, Office of Business Planning, Office of Air Monitoring, Permit Review Section, and Compliance Assurance Section. Pay:

Salary Range Annually $40,250 - $44,250 (Commensurate based on experience)

Your Specific Responsibilities:

Assists in the implementation and oversight of compliance and enforcement policies across the state. Provides assistance on compliance issues to district and local program staff, permit applicants, facility owners and operators, consultants, and the public. Works to develop knowledge of Continuous Emissions Monitoring Systems (CEMS) and compliance test methods/procedures, as well as EPA’s ERT and CEDRI systems. Assists with answering regulatory questions, developing/updating guidance, and providing training related to CEMS and compliance tests to compliance staff and the regulated community. Assists compliance offices with processing CEMS and compliance test reports including entering test data in the division’s AirCom database in accordance with EPA’s data policies.

Assists with annual emissions i nventory review processes. Maintains proficiency in the use of the Electronic Annual Operating Report (EAOR) reviewer software and associated web pages. Reviews industry-submitted emissions data for accuracy and completeness and works with the emissions inventory team leader to complete reviews and uploads of emissions data to EPA. Assists customers with EAOR and questions related to annual emissions inventory submittal and review procedures.

Assists with managing the Division’s data systems and electronic tools and providing user support. Helps with analysis and implementation of data system projects. Conducts quality assurance reviews of compliance and enforcement data and assists with reporting data to federal databases timely and accurately.

Acts as a compliance assistance resource and assists with functions related to the Small Business Environmental Assistance Program. Helps target industries, processes, and facilities across the state that could benefit from compliance assistance. Helps develop compliance assistance materials and coordinate outreach activities.

Performs other related duties as required.

Required Knowledge, Skills, and Abilities:

Knowledge of general environmental principles and the Clean Air Act

Skilled inpreparing reports and presentations

Skilled inusing a personal computer including Microsoft Office word processing, spreadsheet development, and the Internet

Skilled in interpreting and applying rules, policies and procedures

Skilled inusing electronic databases

Ability to communicate effectively orally and in writing

Ability to independently plan, organize, coordinate and complete work assignments in a timely manner

Ability to establish and maintain effective working relationships

Ability to provide excellent customer service to the public, applicants, consultants and coworkers as well as staff in other divisions, districts and local air programs

Bachelor’s degree from an accredited college or university in engineering, meteorology, biology, chemistry or other environmental science OR four years of direct experience.
