What you will do : As a Background Screening Specialist, this position is responsible for providing consultation services to the Program Office, Department, and other agencies to improve operations and ensure efficient and effective accomplishments of agency objectives. This position works independently and in teams to accomplish objectives established by the Department's Mission: to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency. How you will make an impact : Typical duties for a Background Screening Specialist will include:

Ability to perform in-depth analysis of legislative bills and make recommendations.

Prepares accurate and complete reports and documentation describing legislative implementation recommendations and activities, along with procedural instruction.

Prepares manuals as required. Prepares at least one article for publication in a professional or technical journal or other publication.

Understand the Florida Statutes, Florida Administrative Code and DCF Operating Procedures as they apply to Background Screening.

Determines the impact of existing and proposed laws, rules, and regulations on existing and developmental programs by analysis and research.

Ensures the current programs and all suggested enhancements comply with all legislative and Department requirements.

Maintains knowledge of policies, theories, techniques, and methodologies by obtaining the appropriate training related to information systems, specific work assignments, and operational management skills.

Actively establish professional working relationships with other departments and programs by demonstrating professionalism through positive work habits, being helpful to customers and cooperative with teammates and leadership.

Performs contract management activities in accordance with goals and objectives of the agency and state and federal laws, rules, regulations, and guidelines.

Qualifications:

Two years of experience reviewing statute, administrative code, or operating procedures for the purpose of making assessments or decisions.

Preferred Qualifications:

Three years of professional experience in a field related to background screening or criminal history.

A college degree from an accredited college or university, or equivalent related experience.

Professional experience as described above can substitute on a year-for-year basis for the preferred college education.

Knowledge, Skills, and Abilities:

Knowledge of data collection and analysis.

Ability to communicate verbally and in writing the details of the screening process.

Ability to work with Department and community partners for training and resolving background screening issues.

Ability to organize data into logical formats for presentation in reports, documents, and other written materials.

Ability to determine the impact of existing and proposed laws, rules, and regulations on exisiting and programs in development.

Skilled in interpreting and applying statutes, rules, regulations, policies, and procedures as they apply to background screening.

Ability to work on multiple projects simultaneously.

Ability to conduct fact-finding research.

Ability to use critical thinking and apply problem solving techniques.

Ability to follow standard processes and procedures.

Ability to improve baseline proficiency and independent decision making over time.

Ability to execute the completion of work assignments within established timeframes.

Ability to communicate effectively verbally and in writing.
