LOCATION, CONTACT AND SALARY INFORMATION: LOCATION: Knight Building, 2737 Centerview Drive, Tallahassee, Florida 32399 STARTING SALARY: $2,171.24 Bi-Weekly. (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.) CONTACT PERSON: Travis Ligon at (850) 717-2436 DESCRIPTION: Responsible for grant procurement, grant application development, development of grant review process, develop time lines, coordinate reviewing and setting up grant training, engage and facilitate team to review and make recommendations to process, review written presentation and coordinate distributing to review work team conduct trainings and review and approve grant amendments. Maintains a thorough working knowledge of Chapter 287, Florida Statute; Chapter 60A-1, Florida Administrative Coe; and all Department/Bureau handbook, manuals, policies, and procedures, and proposes changes as appropriate. Performs procurement planning and serves as liaison for anticipated procurement activities for the Office of Prevention and Victim Services. Coordinates Program procurement and contract activities with the Procurement and Contract Administration. Identifies and resolves problematic areas of concern and/or provides recommendations to resolve these issues. Provides technical assistance, training, consultative services and direction for development, implementation, evaluation and expansion of programs of service in public agencies and local governments. Communicates effectively with customers external to the Program, maintaining a positive and collaborative working relationship. Responsible for supervising staff, evaluating staff, planning and directing staff’s work, and having general supervisory duties. Incumbent supervises and motivates assigned staff, to ensure their work performance and work product is timely, accurate, and of high quality. Performs other related duties as assigned. MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the methods of data collection and analysis. Ability to collect evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices. Ability to organize data into logical format for presentation in reports, documents and other written materials. Ability to conduct fact-finding research. Ability to utilize problem solving techniques. Ability to work independently. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Communicate effectively with customers (providers), maintain a positive and collaborative working relationship with co-workers. PREFERRED QUALIFICATIONS: Preference will be given to all candidates who possess the following experience: A bachelor's degree from an accredited college or university or two years of contract-management and/or procurement experience. A master's degree from an accredited college or university can substitute for one year of the required experience. Knowledge of the Department Juvenile Justice Information System (JJIS). Development of contractual specifications and scope language in conformance with State and Federal laws and agency policies. Contract-management and/or procurement experience.
