JOB DUTIES: This position performs complex financial monitoring, grant management, and analysis of federally funded nutrition programs. Serves as the division’s assistant liaison for financial operations, division grant management. Assists in the preparation of the division’s federal program administrative and funding plans, to include: the federal State Administrative Expense (SAE), Summer Administrative Funds, Farmer’s Market Nutrition Program, The Emergency Food Assistance Program, and Commodity Supplemental Food Program. Assists with the preparation of the division's Legislative Budget Request (LBR) and operating budget annually; year-end procedures by setting up payables, verifying information and amounts are correct and current; recording certified forward for balances of grants/contracts, salaries, and Other Personal Services (OPS) liabilities payable after the end of fiscal year; updating grant/contract documents to reflect movement from current to certified status; and the preparation of the State Expenditure of Financial Assistance (SEFA) as requested. Assists in developing spending histories, forecasts, workload reports and other documentation for inclusion in budget requests; reviews proposed legislative budget requests/exhibits for accuracy and correctness. Advises division management of the status of program budgets and informs them of proper utilization of funds to reach program objectives. Monitors programs within the Division for auditing reporting requirements. Oversees and coordinates the recording of all Federal Agreements (awards) with USDA into the FDACS tracking system. This consists of gathering all documentation and accounting information of awards, tracking beginning dates, ending dates, monitoring, reconciling and closing. Communicates with management and sections within the Division about the status of all awards. Coordinates and manages advertisement, application, and selection process of division grant opportunities available to sponsors and recipient agencies Equipment Assistance Grant (EAG). Coordinates with the execution of the funding agreements, ensuring that proper accounting is set up. Administers the application and selection process, to include, drafting application language, determining selection criteria, coordinating submission process, and reviewing applications for sub-grantee awards in accordance with program regulations and policies. Develops and administers technical assistance and training to sponsors and recipient agencies concerning award implementation. Gathers required contract/grant deliverables and reports and maintains data files. Ensures program funding is allocated and expended prior to program deadlines. Submits reports as required. Serves as the division’s Purchasing Card (P-card) Assistant P-card Administrator. Submits P-Card Requests for the Division’s P-card holders and approvers to Bureau of Finance and Accounting (F&A). Reviews receipts and supporting documents as necessary and files P-card purchasing records in WORKS. Works with staff to clear charges in allotted time. Reconciles P-card expenditures for submission deadlines. Assists staff with compliance to the department’s purchasing card policies and procedures. Keeps the division abreast of all information related to the purchasing card communicated by the F&A. Provides P-card training to staff on schedule times and when needed. Assists with Advance Pay requests with F&A. Assist with processing expenditures for the division including, but not limited to, journal transfers, settlement agreements, contractual services and corrections for all programs. Monitors pending invoices for compliance with prompt payment compliance. Consults with staff and vendors as necessary to ensure proper and timely settlement of payment. Ensures supporting documentation is received and uploaded to support payments. Responsible for the maintenance of all payment and FLAIR transaction files used to document accounting transactions. Tracks all unpaid vouchers to ensure proper posting by the Florida Department of Financial Services (DFS). Provide information and support to the Program Director on requests from the Bureau of Finance and Accounting, the Florida Department of Financial Services, and division Contract Managers. Assists with the emergency management functions of the division during periods of disaster. Performs other related duties as required or assigned. KNOWLEDGE, SKILLS AND ABILITIES:
