Summary This position is located in the Office of Adjudication, Adjudication Policy Division, Passport Services, Bureau of Consular Affairs (CA/PPT/S/A/AP). As Chief of the Division, the incumbent performs both supervisory and program management, coordination, and analysis functions focused on developing and maintaining global passport and U.S. nationality adjudication policies and procedures for implementation by the passport agencies/centers and overseas post. Responsibilities Plans and manages the formulation and dissemination of global passport and U.S. nationality adjudication policies and procedures for implementation by the passport agencies/centers and overseas posts. Leads and/or conducts reviews of organizational directives, formal policies, and operational processes to determine whether they promote an efficient and effective adjudication policy program, and to confirm that they reflect current requirements. Plans work to be accomplished by subordinate employees; sets and adjusts priorities; and prepares schedules for completion of work that reflects the complexities of a major program. Assigns work to subordinate employees based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Reviews and analyzes current policies, standards, and criteria governing the assigned programs to determine whether they are in consonance with Bureau and Departmental policies and directives, and applicable laws and other relevant Federal agencies. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience applying knowledge of administrative laws, policies, regulations, and precedents to assess programs; Experience conducting complex program and project analysis and developing corresponding recommendations; and Experience participating, developing, and implementing U.S. nationality adjudication policies, programs and procedures. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
