Summary This position is located in The Agricultural Economic Development (AED) Division within the Global Programs (GP) area of USDA Foreign Agricultural Service (FAS). FAS works to improve foreign market access for U.S. products, build new markets, remove barriers, support U.S. foreign policy, improve the competitive position of U.S. agriculture in the global marketplace, and provide food aid and technical assistance to foreign countries. Responsibilities The duties described are for the full-performance level. Review humanitarian response applications from USAID partners in agriculture and health sectors in response to emergencies affecting livestock-based livelihoods. Provide technical support to USAID DC / Mission staff for livestock-based interventions in disaster responses. Serve on Disaster Assistance Response or Response Management Teams as required. Track livestock and zoonotic disease outbreaks, updating USAID staff and issuing recommendations in conjunction with BHA/Health sector specialists and Bureau for Global health. Lead the development, review, and communication of programmatic strategies and guidance for livestock-related programming to USAID staff, UN partners, NGOs, in collaboration with Health and Agriculture teams Serve as the USAID after-hours duty officer on a rotational basis, for approximately one week every six months Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates (Your resume must reflect where, when, and how you gained this experience.): Experience developing guidance, or standards, or policies, or strategies and experience representing policy or technical positions to others. Experience supporting the development of training or presentations and experience supporting the delivery of training or presentations. Experience coordinating within a team and with people from one or more of the following: other technical areas or agencies or organizations and experience contributing to written publications (grey literature, journals, policy documents, guidance, case studies). Experience working in emergency humanitarian livestock livelihoods and experience working in programs located overseas in fragile contexts or programs located overseas in disaster-affected areas. Experience assessing, designing, implementing, and reviewing emergency humanitarian programs in livestock or animal health. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. Additional Information This is an excepted service, time-limited, term appointment for up to 2 years, with the possibility of extensions. Excepted service positions do not confer eligibility to be non-competitively converted to competitive status. Veterans' preference does not apply. First time hires to the federal government normally start at the Step 1 rate of the salary range for the grade selected. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee. This position may be eligible to telework and / or remote work, based upon the duties of the position, with management approval. This position may also be eligible for flexible work arrangements as determined by agency policy. Overseas travel may be required to underdeveloped areas. Some physical hardship may be encountered, such as poor road conditions, unstable political settings, climate extremes, exposure to diseases prevalent in unhealthy environments, and significantly different cultural environments. This is NOT a bargaining unit position.
