About this Division: This position is located within the Colorado Department of Human Services (CDHS), Behavioral Health Administration (BHA) which leads and promotes the State’s behavioral health priorities, ensures that behavioral health services respond to the changing needs of communities, monitors State and local data, and continuously evaluates State efforts. In collaboration with other state agencies, the BHA is accountable for the delivery of behavioral health services in Colorado. It bestows a streamlined and efficient government approach to support quality care while minimizing the burden to providers so that they can focus on service delivery. The BHA is responsible for behavioral health policy development and effective collaboration with cross sector partners working in and around the behavioral health system and along the continuum from prevention to treatment and recovery. The BHA works in partnership with State agencies to reduce bureaucracy and fragmentation.Description of JobHybrid. Predominantly telework with a minimum of one in-person meeting a month. This is subject to change due to the BHA’s need. 8-5 Monday through Friday Please note: These working arrangements are subject to change. About this Unit:Located within the Behavioral Health Administration work unit, pursuant to House Bill (HB) 21-1097. HB21-1097 provides that a Behavioral Health Administration (BHA) was created to be a single state entity. It was initially established under CDHS as of July 1, 2022, and will provide administrative and “back-of-the-house” support as long as the BHA remains under CDHS’ purview. The BHA is a permanent entity that will be responsible for leading and promoting the state’s behavioral health priorities and efforts across agencies, creating shared goals, improving collaboration, and driving accountability and transparency. The BHA will provide oversight and coordinate service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. The BHA will also work to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented, to ensure and meet our vision of having a comprehensive, equitable, effective continuum of behavioral health services that meets the needs of all Coloradans. The Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. BHA funds, supports and monitors numerous mental health and substance abuse community programs and providers, and reviews and designates the State’s 27-65 providers and licenses substance use disorder service providers. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.About this Position:This position of Budget Analyst I is the first working level budget analyst. Duties include program analysis and review in order to formulate budget proposals. Position assists in defending budget proposals to agency management, the Governor and/or the Office of State Planning and Budget, legislative committees and staff including the Joint Budget Committee and its staff, and other groups including federal government agencies.Analysts allocate funds, monitor expenditures and make budget adjustments, recommend supplemental requests, and analyze decision items and fiscal notes. Position may analyze federal and state government legislation and regulations in order to advise agency and program managers and to make budget recommendations. Position also analyzes agency and program goals and priorities, financial and staffing patterns, organizational structure, and management practices in order to recommend budgetary, organizational, and programmatic changes from a fiscal perspective that enhances the efficiency and effectiveness of a state agency.Budget Coordination and Administration:

This position is the lead in actively monitoring budget timelines and deadlines. This includes but is not limited to monitoring the fiscal routing process (both internal and external), including State Contract Management Data Base entry, review, tracking and correspondence. This position analyzes current procedures and designs and implements efficiencies to ensure that all BHA documents are processed and completed within stipulated timeframes to meet departmental deadlines.

This position is responsible for preparing program financial reports from Core Info Advantage, on a monthly, quarterly, semi-annual, and annual basis by analyzing and interpreting Colorado Operations Resource Engine (CORE) data to determine if they are allowable or unallowable costs for the programs for which the financial reports are being produced.

Assures BHA program compliance with federal grant requirements.

Engages, advises, and educates stakeholders/participants (e.g., Internal Staff, State agencies, community providers, and others) regarding fiscal language, timelines, finance or data reporting requirements, contract process and uses feedback to develop reporting procedures and provide system updates.

Budget and Fiscal Monitoring:

Actively participates in Departmental meetings regarding budget monitoring.

Provides budget monitoring

Monitor and validate compliance with fiscal and contractual requirements associated with federal 42 C.F.R. Part I. and other federal regulations.

Fiscal Administration and Coordination:

This position is responsible for interacting directly with other BHA staff, BHA program and data & evaluation staff and directors and external stakeholders as the fiscal lead on grants and other assigned programs and internal budget.

Produce and develop management reports detailing fiscal position for decision-making.

Financial tracking of budgets, purchase orders, invoicing, and encumbrances for programs.

Resolves payment issues with vendors/programs.

Reconciles payment documents with the State financial system and BHA budgets.

Responsible for reviewing the accuracy of budget changes and assuring these changes meet business needs, comply with business rules.

Develops and maintains budgetary projections.

Ad Hoc Project Work; Other Duties as Assigned:

This position is assigned ad hoc business requests or projects and may be requested to assist co-workers with additional projects

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsOption 1 (Minimum Qualifications)

Four years of experience in budget, finance, accounting, public administration and/or other related experience in an office setting.

Bachelor's degree from an accredited institution.

Preferred Qualifications:

Bachelor's degree in Finance, Accounting, Public Administration or other related field.

Additional experience in budget, finance, accounting, and/or public administration

Strong analytical and critical thinking skills

Ability to follow defined policies, principles, and departmental objectives, and work within established professional standards, available resources, and program objectives developed by Finance Department

Strong communication skills: ability to summarize important financial information into clearly and succinctly; ability to communicate such information to both financial and non-financial audience

The ability to complete multiple tasks with varying deadlines while remaining organized

Conditions of Employment:

This position is designed as hybrid; employees must maintain a home office, internet, and

possibly phone to complete required job duties.

Off-site meetings as required, occasional conferences.
