About this Unit:Located within the Behavioral Health Administration work unit, pursuant to House Bill (HB) 21-1097, which provides that a Behavioral Health Administration (BHA) was created to be a single state entity. It was initially established under CDHS as of July 1, 2022, and will provide administrative and “back-of-the-house” support as long as the BHA remains under CDHS’ purview. The BHA is a permanent entity that will be responsible for leading and promoting the state’s behavioral health priorities and efforts across agencies, creating shared goals, improving collaboration, and driving accountability and transparency. The BHA provides oversight and coordinate service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. BHA works to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented, to ensure and meet our vision of having a comprehensive, equitable, effective continuum of behavioral health services that meets the needs of all Coloradans. The Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers, and reviews and designates the State’s 27-65 providers, and licenses substance use disorder service providers. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.About this Position:This position exists to serve as a coordinator for the BHA Justice Involved Services team. The position collaborates with multiple divisions across the BHA in the coordination of efforts to promote evidence-based programming and effective data and evaluation methods to serve the needs of the criminal justice team as a whole. In addition, strong collaboration among external research organizations, Metropolitan State University of Denver, the University of Colorado, the University of Denver, treatment providers, criminal justice entities, and human service agencies in designing and implementing programs to enhance behavioral health services for the offender population. This position is required to represent BHA on different interagency and intra-agency groups and committees to stay informed about developments in the field and to provide technical assistance related to evidence-based practices for the offender population. This includes involvement in formal and informal policy discussions. Responsibilities include assisting the Jail-based behavioral health managers with directing behavioral health services for the specialized services delivered throughout Colorado.Summary of Job Duties:Program Coordination and Cross-Program Collaboration:This position serves as the primary criminal justice data and compliance monitoring liaison for the JBBS programs as well as assist with the Co-Responder, LEAD and OBHS programs. The position is responsible for routine communications with the contractors regarding outcomes, best practices, and program requirement changes via written communication and in-person meetings every quarter. The position coordinates data collection and reviews and processes progress reports. This position monitors the submission and review of annual reports to ensure compliance and review the progress and outcomes of individual programs to determine future programming. Also, this position is responsible for the development of data dashboards to demonstrate services/metrics provided and outcomes of the programs. In addition, this position will be collaborating with the JBBS/LEAD/OBHS/Co-Responder managers to ensure all Civicore or other data systems in place are updated to reflect efficient access for users, documentation completion, data request reviews and follow-up of training requests by users.This position relies on various best practice models to enhance current programmatic elements for JBBS such as incorporating trauma-informed care and specific methods to ensure individuals are provided stabilization and safety planning services that will improve their engagement in JBBS services for optimal outcomes before re-entry to the community or other facility. This position will also assist program managers with advancing efforts to fulfill the Criminal Justice Roadmap initiatives.Contract Statement of Work Development & Contract Monitoring :This position reviews and evaluates the original or revised statements of work for the Jail Based Behavioral Health Service (JBBS) Program contracts utilizing a standard template to be incorporated into service contracts between BHA and the provider community. This aligns with any changes reflected in the Universal Contracting Provisions. This position also evaluates, through a variety of methods, the degree of compliance on the part of the contractor with the provisions outlined in the statement of work, which includes a review of the scope of work as priorities may change that require programming to be modified to better serve the population. Also, this position will ensure that jail-based work plans reflect accurate and meaningful activities that enhance the programs and provide the most high-quality care for the populations served. This position assists the JBBS managers with deliverable review and compliance with contract-specific requirements to ensure program fidelity and integrity.Grant Application: Process and Implementation:This duty requires the incumbent to analyze notices of funding opportunities from federal, state, and local sources that address behavioral health services for the criminal justice population. This role compares data and literature regarding needed services for the population in question with the funding announcements, consulting other work units within BHA to determine whether the funding opportunity is of interest. Provider Site Visits/Reviews:This position conducts provider site visits in conjunction with the JBBS managers to create stronger relationships with providers and jail staff to ensure trust, transparency and to provide key training onsite as necessary to optimize program outcomes. A review of contract requirements and associated deliverables will be discussed during each site visit to ensure program compliance and alignment with the Universal Contracting Provisions and BHA processes. Specified site visit activities will be determined on an annual basis and scheduled by the designated JBBS managers.Understand Basic Funding Mechanisms:This position possesses basic knowledge regarding Medicaid funding for behavioral health treatment and the criminal justice population sufficient to know which area of Medicaid governs which services, how behavioral health services are funded, and basic information about the capitation model, fee for service, what service codes are commonly used for treatment services, Health Care Policy and Financing and Accountable Care Collaboratives/Regional Accountable Entities. It also is familiar with Substance Abuse and Mental Health Services Administration Block Grant requirements, as well as the requirements of the Mental Health Services Block Grant.Other duties as assignedMinimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsOption 1 (Minimum Qualifications)

Six (6) years of professional experience in program coordination experience, program implementation, data monitoring and evaluation experience, and/or experience working within or supporting criminal justice system initiatives.

Experience must include active engagement in data monitoring and evaluation.

Option 2 (Substitutions)

Bachelor's degree from an accredited institution. AND

Two (2) years of professional experience in program coordination experience, program implementation, data monitoring and evaluation experience, and/or experience working within or supporting criminal justice system initiatives.

Appropriate education will substitute for the required experience on a year-for-year basis

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
