Description of JobThe Work UnitThe mission of thePrevention Services Division (PSD)is to improve the health, well-being, and equity of all Coloradans through health promotion, prevention, and access to health care. PSD works with public and private partners/stakeholders and funders across Colorado to improve the health of all Coloradans. Division professionals apply a population health and equity lens to their work, implementing evidence-based and informed strategies within a framework of performance management to optimize equitable health outcomes. PSD is committed to the professional development, collaborative effort, and sustained wellness of its workforce as a key component of achieving PSD’s core outcomes. We believe that all people no matter their race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability or geographic location-should have the opportunity to live healthy lives.The Health Promotion and Chronic Disease Prevention (HPCDP) Branch in the Prevention Services Division (PSD), reviews, plans, designs, implements and evaluates public health chronic disease interventions and related risk factors to advance health and racial equity and improve health-related quality of life for all Coloradans. Special emphasis is placed on evidence-based practices, data-based and evidence-informed decision-making, capacity-building, partnerships, and integration between program efforts for efficiency and effectiveness. The Tobacco Program is part of the HPCDP Branch. We are aware that many chronic diseases share the same systemic causes (i.e. tobacco use, lack of access to nutritious foods, built environments to support physical activity, social connectedness, and poverty and economic instability). As we seek to address these crucial issues, we commit to responding to the reality that structural racism intensifies each of them. We also commit to growing our workforce with professionals with lived experiences and local experience partnering with diverse populations. The HPCDP Branch recognizes that racism is a public health crisis and is committed to improving racial and other forms of equity through all of its programs and practices.For us to successfully make a positive impact in disproportioned and oppressed communities, we must have representation from those communities with shared perceptions and understand the systemic causes. These systemic injustices and additional risk and protective factors are shared across many of the outcomes we address. Our work will continue until all Coloradans have the opportunity to live and have healthy lives, in a way that celebrates intersectional identities including race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability, and geographic location. Collectively, we can work to achieve this by advancing racial justice and other forms of equity through all of our programs and practices. The purpose of the Tobacco Program is to reduce tobacco use and tobacco’s adverse health effects in Colorado through funding, promotion, and support of primary prevention, education, and cessation efforts. This includes recognizing systemic and institutional oppression, advocating for equitable and sustainable change, and supporting changes in local and state policies and the environment that help all Coloradans develop and maintain healthy behaviors. The Tobacco Program implements C.R.S. Title 25, Article 3.5 Part 8 Tobacco Education, Prevention and Cessation Programs. Works collaboratively with other tobacco content experts and leadership in the Tobacco Program to identify strategies that improves overall outcomes for all Coloradans.The PositionServes as a subject matter expert in commercial tobacco use treatment and cessation best practices and programs with a focus on strategies that advance health equity. Identifies and implements programs and initiatives that advance state tobacco and chronic disease Strategic Plan Goals and meet CDC national tobacco control work plan objectives. Assesses and monitors progress toward tobacco treatment and cessation goals and program implementation, applies epidemiologic data, evaluation results, and stakeholder input. Promotes and provides strategic coordination for evidence-based strategies and promising practices that work to reduce inequities related to tobacco treatment access and cessation success by increasing the availability and effectiveness of clinical and community-based systems, tools, and services. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMust meet one of the following or any combination of experience/education to meet the qualifications:

Six (6) years of professional experience in public health, tobacco cessation, behavioral health, or the non-profit community working to promote partnerships which promote health or youth and adult tobacco prevention, or a closely-related field.

OR

Graduation from an accredited college or u niversity in public health, community health education, behavioral health, public policy, public administration, healthcare administration, youth development, social work, or a closely-related field.

AND

Two (2) years of professional experience in public health, tobacco cessation, behavioral health, or the non-profit community working to promote partnerships which promote health or youth and adult tobacco prevention, or a closely-related field.

Substitutions:

A master's or doctorate degree in public health, community health education, behavioral health, public policy, public administration, healthcare administration, youth development, social work, or a closely-related field may substitute for the required experience on a year-for-year basis.

Preferred Qualifications and Essential CompetenciesThe preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

Knowledge of and experience with evidence-based tobacco treatment and cessation control interventions and initiatives at the local, state, and/or federal level.

Experience providing technical assistance and training regarding tobacco policies and integrating tobacco treatment into behavioral health care settings.

Project management and facilitation skills.

Familiarity with grant and/or contract management.

Strong interpersonal skills; demonstrated proficiency in working collaboratively and ability to establish credibility and confidence with internal teams and diverse public stakeholders. 6. Ability to review research, and analyze and synthesize information.

Outstanding skills and abilities in verbal and written communications; ability to adapt a style to fit diverse audiences of varying technical levels, and at various levels within an organization, in groups, and individual settings.

Excellent organizational skills; the ability to set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity, knowing the status of activities at all times.

Demonstrated ability to maintain confidentiality and exercise tact, discretion, and sound judgment.

Strong sense of professionalism, including a strong work ethic and reliability.
