Hiring Range: $72,000.00 - $80,000.00 annually (salary to be commensurate with qualifications)This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change. This position supports the Risk Management division of the Human Resources (HR) Department by serving as the primary point of contact and technical resource for workplace safety and employee safety training programs. Works with and supports various departments/offices within the County to address County-wide and department-specific safety concerns. Assists with on-site Inspections to verify compliance with local, state, and federal regulations concerning safety rules, regulations, and procedures in a variety of work settings. Creates and maintains safety policies and procedures, develops applicable training programs, and facilitates safety training sessions to eliminate hazards regarding workplace injuries.Essential Duties/Responsibilities

Develops a comprehensive County-wide safety training program based on departmental/office and occupational needs.

Creates safety policies and procedures tailored to the organization’s operations and industry standards and in compliance with Federal, State, and Local regulations.

Creates and maintains a detailed safety manual that serves as a reference guide for employees, outlining all necessary safety practices, protocols, and emergency procedures.

Evaluates the County’s current safety training needs by engaging with departments/offices and reviewing incident/injury reports.

Partners with department and office leadership to address specific safety concerns and hazards in the workplace and take appropriate steps to eliminate them.

Designs and implements advanced risk mitigation strategies, administrative controls, and personal protective equipment (PPE) programs.

Designs and maintains training materials such as manuals, presentations, handouts, and videos. Ensures documents are accurate and readily accessible for all employees.

Conducts safety training sessions, including hands-on demonstrations, classroom instruction, and online courses. Maintains accurate records of all safety training sessions, participant attendance, and certifications.

Trains employees on responding to emergencies, CPR, first aid, bloodborne pathogens, and evacuation procedures.

Assists in the development and implementation of emergency response and evacuation procedures.

Organizes a County-wide Safety Committee and facilitates periodic meetings and trainings.

Conducts ergonomic evaluations, including educating employees on proper ergonomic positioning and providing necessary equipment recommendations for the workstation as needed. Provides ergonomic reports to leadership.

Participates in investigating accidents and incidents to identify root causes and recommend preventive measures. Provides additional training or refresher courses as needed following incidents.

Compiles data and develops reports highlighting potential risks, program compliance, and trends.

Maintains County-wide Automated External Defibrillators (AEDs) by performing quarterly visual checks of devices and replacing components based on manufacturer recommendations and expirations.

Continuously stays up to date on industry safety trends, new regulations, and best practices. Attends safety conferences, workshops, and seminars to enhance skills and network with other safety professionals.

Regularly reviews and updates safety policies and manuals to ensure they reflect the latest regulatory requirements and best practices.

Ensures that all safety documentation is accessible, well-organized, and effectively communicated across the organization.

Performs other duties as required.

Supervision Exercised:This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area.Supervision Received:Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.QualificationsKnowledge, Skills & Abilities

Knowledge of safety principles, procedures, and best practices for organizational and staff development.

Knowledge of emergency response procedures, first aid, CPR, and other life-saving techniques.

Knowledge of Federal, State, and Local safety regulations.

Understanding of workplace safety principles and best practices across various industries.

Understanding of incident investigation techniques, root cause analysis, and identifying workplace hazards.

Must be honest, truthful, trustworthy, and possess a high degree of personal integrity.

Must possess excellent customer service skills.

Must be organized and possess a high level of attention to detail.

Ability to plan, organize, and implement organizational safety policies and procedures.

Ability to develop and present effective training programs.

Ability to communicate effectively verbally and in writing, including creating and delivering presentations and preparing clear and concise reports and documentation.

Ability to coordinate and prioritize multiple tasks and re-prioritize as work situations change.

Ability to work independently and in a team environment.

Proficiency with databases and software, such as Microsoft Office.

Ability to maintain confidentiality.

Ability to establish and maintain effective working relationships with co-workers, County staff, community institutions, vendors, and the public.

Demonstrated ability to handle difficult situations with tact and diplomacy in a professional manner.

Maintain regular and punctual attendance.

Required Education & Experience

High school diploma or equivalent education.

Three years of experience in organizational development, risk management, occupational safety, or a related field.

Experience in developing or delivering professional training.

Preferred Education & Experience

Experience developing or facilitating professional training for employee safety and risk management programs.

Licenses/Certificates

Must possess and maintain a valid driver's license.

CPR/AED Certification required or must obtain within six months of employment.

Certified Office Ergonomics Evaluator (COEE) preferred.

Pre-Employment Requirements

Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Work ConditionsDuties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs, as well as out in the field. Occasional travel throughout El Paso County may be required to conduct site inspections and investigations.
