This position is responsible to provide oversight / management / leadership / supervision of the day-today operations of the Human Resources work unit (to include another HR Professional and support staff), and for the human resources needs of CSDB staff and applicants through the application of human resources principles, practices, guidelines, rules, and regulations to address issues and resolve problems pertaining to job classification/class placement, recruitment, selection of staff, employee relations, compensation, benefits, personnel records, professional development, and educator licensing. Establishes team goals, standards, and expectations relative to HR functions, and monitors progress accordingly. This position acts as a subject matter expert (SME) in Human Resources and performs as a business partner, providing proactive consultation and coaching to leaders of the organization. Duties include but are not limited to:Job Evaluation: Ensures CSDB positions are classified appropriately by advising management and staff relative to proper completion of job descriptions (Classified and Non-Classified) to accurately reflect job duties performed and by reviewing completed job descriptions, consulting with supervisors, staff to distinguish the needs the position must provide for, and evaluating different class descriptions to arrive at appropriate classification. Advises hiring authorities on appropriate class placement of new or vacant positions and ensures completion of necessary documentation for individual position files. Also, trains and mentors HR Specialist II relative to Job Evaluation.Recruitment: Determines most appropriate / productive means of recruiting for classified and non-classified positions, some of which are often very difficult to recruit for given the sometimes limited number of qualified candidates who are fluent in American Sign Language (ASL) communication. Fields inquiries from potential applicants regarding vacant positions, employment / promotion opportunities, and application procedures. Develops job announcements and newspaper ads as necessary, determining appropriate type of announcement (open competitive, departmental / statewide promotion, nation-wide for non-classified positions, etc.) and most effective distribution of such. Trains and mentors HR Specialist II relative to development of job announcements or completion of recruiting efforts, to include e-recruiting. Also, consults with program administrators relative to job / career fairs and/or connection with teacher preparation programs deemed appropriate to recruitment needs.Selection: Provides oversight / management of selection process, responsible for filling all vacant CSDB positions, and for all professional-level selection-related activities. Conducts job analyses by interviewing subject matter experts (SME’s), reviewing similar position and class descriptions, and previously completed job analyses and examinations. Position determines whether to announce or utilize an available pool of applicants to create an eligible list and/or fill a position by assessing the needs of hiring authorities and utilizing the NeoGov / CO-Jobs System for all positions. Determines type of examination needed to test for specific knowledges, skills, or abilities, often having to develop new examination plans for essential positions. Develops exam questions and answer keys for a variety of selection devices, determining exam factors based on information obtained from job analysis and SME interviews. Administers / monitors exams and establishes eligible and referral lists. Reviews applications for teaching and related services positions to determine fit for non-classified exempt positions. Position advises hiring authorities in the job interview process regarding appropriate questions, salary, and appointment of selected candidates. Ensures completion of documentation for exam files, notifications to candidates, and that which is necessary for personnel records and input to Colorado Payroll / Personnel System (CPPS). Also, trains and mentors HR Specialist II in selection-related activities.Human Resources Management: Responsible for the oversight and effective management of Human Resources operations while maintaining consistency by working in collaboration with CSDB management. Assists hiring managers in implementing best HR management practices that lead to meeting their work unit goals. Acts as a liaison between and advises / guides supervisors, employees, and applicants (both classified and non-classified) in personnel-related areas including job evaluation / class placement, recruitment and selection of staff / filling of positions; retention of staff; educator licensing requirements; grievance and appeal rights / procedures; compensation (including salary placement and overtime issues), employee benefits and leave issues; performance management; corrective and disciplinary actions. Serves as an authority to interpret and/or clarify and to ensure consistent application of State Personnel Rules and Procedures, state/federal laws, DPA Technical Guidance, CSDB Policy and Regulations, or other available guidelines and applying human resources concepts and models. Develops and updates CSDB policies and procedures related to compensation, retention, and employee relations issues. Also drafts correspondence for Appointing Authority’s signature addressing staff on employee appointments, personnel issues regarding grievances, corrective / disciplinary actions, etcUnit Supervisor / Leadership: Has leadership oversight of the Human Resources team and is responsible to encourage and maintain a supportive and effective teamwork environment.Functions as a direct supervisor to HR Specialist II and to Program Assistant I (technician-level). Functions as a work unit supervisor, accountable, including signature authority, for actions/decisions that have a direct impact on the pay, status, and tenure of unit staff. Duties include performance planning, progress review, coaching/feedback, and performance evaluation; facilitating staff meetings; resolving informal grievances and general concerns; interviewing applicants and making hiring recommendations when positions are vacant; assignment of tasks, approval of work hours and leave requests.Supervises staff relative to the provision of required professional development opportunities for classified and nonclassified staff, including responsibility for tracking of completed activities and, upon request, furnishing documentation that certifies completion for purposes of teacher re-certification and the educational increment for salary.Supervises staff to ensure coordination of benefits / leave, to include proper notification / information is provided to staff regarding family medical leave, short term disability, Workers’ Compensation, etc.Participation in Meetings, Training: Attends and/or participates in various meetings and special committees, including Strategic Planning, administrative and personnel meetings, classified staff forum meetings, to gather information in order to stay abreast of current issues and situations, and to communicate ideas, share / explain rules, procedures, points of view to facilitate problem-solving as well as the efficient performance of duties for own position and others.
