Addiction is as common as coffee in this society. But some forms of addiction erode integrity and health, undermine emotional and financial stability and seriously disrupt family life. Free at Last treatment programs reverse the self-destructive process, and clients gradually regain self-respect and awaken to possibilities they didn't conceive of before. It takes discipline, self-reflection, counseling, group discussion and mutual support, but clients turn around to help others.

Financial Accounting and Reporting:

Implement, supervise, and facilitate all financial activities and reporting for the organization and subsidiaries in accordance with policies and procedures. Supervise the bookkeeping activities of the Accounts Payable and Receivable Specialist, including the maintenance of the general ledger, accounts payable/receivable, check runs, check endorsements, weekly bank deposits and payroll. Manage reconciliation of accounts receivable/payable and allocation of revenues/expenses according to contracts and grants in a timely manner. Oversee Accounts Receivable/Payable aging reports. Oversee collection of outstanding accounts receivable, non-payments, delayed payments and other irregularities.

Manage billing, collection, and reporting activities according to management, contractor specifications and deadlines. Manage and resolve revenue and/or expense discrepancies. Develop and maintain timely and accurate financial statements appropriate for management, board leadership and funders, all in accordance with Generally Accepted Accounting Principles (GAAP). Ensure that all statutory requirements of the organization and subsidiaries are met including, but no limited to charitable status and withholding payments. Review/approve all written correspondence to individual, corporate and foundation donors. Supervise, manage, and prepare all supporting information for the annual audits and liaise with the Board, managers, and external auditors as necessary. Develop and maintain financial accounting systems for cash management, accounts payable, accounts receivable, credit control client and petty cash. Manage bank and investment account reconciliations. Manage cash flow and prepare cash flow forecasts. Develop and implement policies and procedures to ensure that personnel and financial information is secure and stored in compliance with current funder's compliance and legislation. Manage the acquisition of capital assets and ensure that assets are properly recorded, amortized, and disposed of as appropriate. Prepare annual charitable state and federal return in a time manner. Supervise, Manage, and communicate with Independent Contractor for required tax and reports required for a non-profit. Manage and supervise the QuickBooks Accounting system, data and users. Manage, communicate with program/loan representatives, and submit in a timely manner Transitional Housing Budget/Reports and requirements for Free at Last and its subsidiaries. Pay property taxes and submit required loan information prior to deadlines. Prepare required reports and submit them to BHRS prior to required deadlines i.e. Audit, Budget, Quarterly and Cost Reports. Prepare required financial reports for Board Meetings and as requested by the Executive Director for funders. Manage bank account and supervise and/or make weekly bank deposits. Communicate with supervisor if there is a financial or account problem with the organization or subsidiaries in a timely manner.

Payroll Preparation and Administration:

Oversee all payroll functions to ensure that employees are paid on time and accurately. Process and submit statutory and benefits remittances on time. File and submit all required state and federal forms prior to deadlines.

Budget Preparation:

Supervise, manage and implement the forecasts and the annual budget in consultation with the Executive Director. Prepare budgets for all funding applications. Program Management Accounting. Manage financial records for all programs for reporting analysis. Ensure that accurate and timely financial statements are prepared in accordance with contract agreements with funders. Provide accurate and timely reporting on the financial activity of individual projects. Meet with Residential Program leadership bi-weekly to review expenditures and client cash. Meet with Transitional Housing Manager bi-weekly to review client paperwork, payments, bills,

EDUCATION AND EXPERIENCE:

A minimum of two years continuous work experience or an equivalent combination of education, training and experience from which comparable knowledge, skills and abilities have been attained.

Prior experience as a Finance Director or accounting management position highly desirable.

MINIMUM QUALIFICATIONS FOR EMPLOYMENT:

University degree or college diploma in Accounting, Commerce, or Business Management/Administration.

Ability to pass and maintain Adult, Infant and Child CPR Certification.

Ability to pass and maintain First Aid certification and TB test.

Strong Interest in working with clients in recovery.

KNOWLEDGE, SKILLS & ABILITIES:

Knowledge and familiarity with East Palo Alto community and/or other ethnically diverse communities highly desirable.

Ability to work effectively with clients, staff and people of different backgrounds, abilities, opinions, and perceptions.

Excellent oral/written communication skills and strong use of correct English language usage and grammar.

Ability to complete written documentation accurately and legibly using correct English grammar and before established deadlines.

Ability to communicate regularly with supervisor and staff members, submit reports, take constructive feedback, and follow assigned directions.

Ability to read and interpret documents such as schedules, written internal communications, policies, operating and maintenance instructions and policy and procedure manuals.

Ability to adhere to program policies and procedures and assigned work schedule.

Excellent time management skills.

Team player with the ability to be flexible and work under pressure.
