Pay Range as follows:

Accountant II Pay Range: $5,433 - $6,890 per month (YSO Non Com Admin Staff, C43 Step 1-13)

Accountant III Pay Range: $6,906 - $8,758 per month (YSO Non Com Admin Staff, C45 Step 1-13)

Hiring Range as follows:

Accountant II Hiring Range: $5,433 - $5,765 per month (YSO Non Com Admin Staff,C43 Step 1-4 DOQ)

Accountant III Hiring Range: $6,906 - $7,329 per month (YSO Non Com Admin Staff, C45 Step 1-4 DOQ)

The Yakima County Civil Service Commission is now accepting applications to form a Register of eligible candidates for the position of Accountant II / III with the Yakima County Sheriff's Department. This position performs complex, professional level accounting activities affecting the revenue and expenditures of the Sheriff's Office and other agencies. Monitors financial activities, grants management, develops policies and procedures to ensure compliance with laws, rules, regulations and security measures. Works intimately with the LEAD Task Force budget, seizures, assets, grants and other funding sources.

There will be an Accountant Written Test as a part of the interview.

Essential Duties:

Accountant II

1. In conjunction with the elected official, responsible for drafting and preparing the Sheriff's Office annual budget. Analyzes, evaluates and forecasts the Sheriff’s Office financial requirements.

Educates the Sheriff, Executive staff, other agencies and financial staff regarding revenue and expenditure forecasting, budget preparations and operations of the Department.

2. In conjunction with Financial Services, prepares and/or oversees the preparation of a variety of complex reports, grants, statements, and documents to meet Sheriff's Office financial requirements.

Analyzes, interprets, forecasts, creates, maintains and reconciles Sheriff’s Office financial records and determines appropriate accruals and adjustments.

Creates and presents financial forecasts and recommendations to the Sheriff and Sheriff’s Office Executive staff for review.

3. For senior management review, develops, interprets and implements county wide policy and procedural recommendations to ensure Sheriff's Office compliance with federal, state and local laws, rules and regulations,

Interprets changes in Federal, State and local laws, rules and regulations and develops Sheriff’s Office policy to ensure compliance with all. Tracks legislative bills and prepares fiscal notes on the impact to the Sheriff’s Office

Assists the Washington State Auditor’s Office during audits.

4. Functions as a lead to payroll, accounts payable and accounts receivable staff including assigning, monitoring and prioritizing workflow. Makes effective recommendations on employee recruitment selection and evaluation; oversees and monitors day-to-day accounting activities.

5. Other duties required.

Accountant III

Education & Experience:

Accountant II:

Bachelor's Degree in Accounting AND three (3) years of professional level governmental accounting experience; OR an equivalent combination of education and experience which provides the knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.

Accountant III:

Bachelor's Degree in Accounting AND five (5) years of professional level governmental accounting experience; OR an equivalent combination of education and experience which provides the knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.

Required:

-successful completion of a criminal history and financial background check, Polygraph test and psychological testing

and pre-employment drug test; and,

-proficiency with personal computer, specifically working with all Microsoft Office software (Word, Excel, Access,

Outlook.

Preferred:

-BARS (Budgeting, Accounting and Reporting System) experience, and proficiency with personnel database programs

such as Workday; and,

-knowledge and familiarity in financial business.

Equipment Used: computer, calculator, automated financial systems and other software as required, printers, copiers, fax, telephone, scanning and imaging equipment.

Working Conditions: This position is rated as Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Environment: work in locked down facility(s).

-Budgeting, Accounting and Reporting System (BARS);

-Governmental Accounting Standards Board (GASB);

-financial theories and principle including budgeting and audit functions;

-laws and regulations governing financial activities of Yakima County;

-governmental and fund accounting theories and principles;

-customer service techniques and team building concepts; and,

-supervisory experience in a business setting;

Skills:

-applying Generally Accepted Accounting Procedures (GAAP);

-assigning and monitoring the work of others;

-interpreting policies, procedures, laws and regulations;

-analyzing cash flow;

-analyzing financial information and preparing sound financial recommendations;

-paying attention to detail and accuracy;

-preparing complex financial reports and statements;

-using office equipment such as phones, copiers, calculators and fax machines;

-using a personal computer and related software applications including keeping financial systems in balance/reconciled;

-establishing and maintaining effective interpersonal relationships with County and other officials, at all organizational

levels and with the public; and,

-communication, both oral and written, sufficient to exchange or convey information and to give or receive work

direction.

This is a Civil Service position; Civil Service Rules and Regulations apply.
