Pay Range: $34.10 - $43.25 per hour (Non-Bargaining Pay Plan, C43 Step 1-13)

Hiring Range: $34.10 - $36.19 per hour (Non-Bargaining Pay Plan, C43 Step 1-4 DOQ)

There is one Accountant II opening with the Yakima County Human Services Department. This position is responsible for interpreting federal, state, and local laws and guidelines for specific grants and funding sources in the course of evaluating and processing subgrantee reimbursement requests; performing professional-level accounting services with detailed accounting/compliance; developing complex reports for management’s use in fiscal decision making; monitoring and analyzing revenues and expenditures; and ensuring contract compliance for the Human Services Department and its subgrantees. Position will also consist of maintaining subrecipient files and assisting in administering contracts. Position will utilize role knowledge to create narratives explaining rationale behind contract modifications. The position will be tasked with compiling documents from various sources to construct contracts for sub-grantees. Position will be responsible for completing facesheets and budgets for these contracts, ensuring thoroughness and precision in each component, and coordinating with the Community Grants and Partnerships Manager to create coordination between contract budgets and key activity narratives.

There will be a Word/Excel/Outlook exercise as a part of the interview.

Essential Duties:

Researches program files and account historical records; reviews and evaluates information obtained; provides historical comparisons and financial forecasts for revenues and expenditures.

Analyzes and evaluates financial information such as funding sources and contracts; recommends appropriate action to Finance and Admin Senior Manager regarding budget modifications.

Monitors, tracks and maintains assigned accounts for Community Grants and Partnerships (including Homeless and Mental Health funds), HOME, and Veterans programs funds and contracts. Performs related activities such as preparing documentation for general journal entries, reconciling accounts, preparing A-19s, reviewing contracts for compliance with terms and conditions or accounts for consistency with generally accepted accounting principles. Assists Finance and Admin Senior Manager in conducting subgrantee fiscal program monitoring and audits, onsite at programs when necessary. Interprets federal, state, local, and internal regulations and policies, under the guidance of the Finance and Admin Senior Manager.

In conjunction with the Finance and Admin Senior Manager, prepares complex reports, statements and documents for major County financial projects, year-end projections budget documents, budgetary projections, and recommendations. Responsible for compiling, monitoring, maintaining and analyzing county budget information; preparing budget documents, budgetary projections, and recommendations.

Checks accuracy of financial tracking systems by testing, maintaining, and evaluating financial information in the systems.

Develops positive professional relationships with subgrantees, contractors, and grantors and other County departments. Communicates with other departments such as Financial Services, Auditor’s, and Treasurer’s Offices on an as-needed basis to address issues related to job duties, such as reimbursement or payment submissions or processing financial information.

Utilizes task managing tool to initiate contract procedures upon instruction from the Director or Finance Manager. Integrates the contract into the existing flowchart, initiating the contract process. Under the guidance of the Finance Manager, gathers all necessary documents required for the contracts. Completes the facesheet and budget of the contract. Utilizes role knowledge, information provided by Finance Manager and supporting documents to make informed initial decisions about the content of each section, demonstrating a proactive approach to contract assembly.

Performs the duties assigned to lower level classifications as needed. Performs other duties as assigned.

Education & Experience:

Bachelor's Degree in Accounting, Finance, Business Administration or related field AND three (3) years of progressively responsible financial experience; OR an equivalent combination of education and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties of the job preferred.

Required:

-valid WA State Driver’s License and proof of insurance, if requested;

-successful completion of a financial background investigation and general employment verification;

-successful completion of specialty training and/or possession of specialty related certification is required within six

months of appointment. This may include one or more certifications such as: Integrated Disbursement and Information

System (IDIS) New User Training; and,

-Notary Public.

Preferred:

-Bachelor’s Degree in Accounting;

-government or non-profit experience;

-experience using Microsoft Word, Excel, and Outlook; Workday, Integrated Disbursement and Information System

(IDIS), SAM.gov, and SAW;

-experience interpreting and monitoring service contracts for compliance and validation of services rendered;

-some knowledge of principles, theories, and practices related to human services, homelessness, and behavioral health;

-bilingual or bi-literate in Spanish; and,

-experience working with or knowledge of homelessness, behavioral health or local social service agencies and

programs.

Equipment Used: computers, telephones, calculators, fax machines, photocopiers, labeler, printers, other basic office equipment and operation of a passenger vehicle. Operation of the following software programs: Workday, Integrated Disbursement and Information System (IDIS), SAM.gov, and SAW.

Working Conditions: This position is rated as Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Environment: exposure to weather, extreme temperatures, pathogen exposure, travel, multiple work locations, field work, may be required to work outside of standard business work hours and at alternative work locations, may include travel to evening meetings within Yakima County, and may include travel and work in the field, overnight stay for trainings and conferences; in or out of state.
