Whatcom Community College welcomes applications for a Program Specialist 3-Foundation (Class Code 107J) position. The Program Specialist 3 plays a key role in advancing the mission of the WCC Foundation. Supervised by the Operations Manager and in partnership with the Executive Director for WCC Foundation, this position will manage WCC Foundation programs, with prioritization of student scholarship programs that support enrollment and retention. As a leader on the WCC Foundation team, the Program Specialist 3 supports strategies and systems that advance the Foundation's work to build community every day among WCC students, donors, and the campus community.

Responsibilities

Program Oversight for WCC Foundation:

-Develop strategies and work plans in coordination with the Executive Director that drive long-term impact in core programs, primarily the Foundation's Scholarship Program.

-Lead program development in coordination with the Executive Director, with a focus on advancing equity and supporting student enrollment, retention, and completion.

-Manage program operations, process development, training, and timelines for program outreach, review, awarding, and impact tracking.

-Manage all Foundation scholarship opportunities and application cycles for current and incoming students and expand support for applicants.

-Guide program evaluation in partnership with the Executive Director. Identify goals and capture program impacts for internal and external audiences.

-Manage department-owned funds such as Immigrant Opportunity Fund, Study Abroad Program, Athletics Department, etc by collaborating with cross-campus department staff on marketing and impact reporting.

-Monitor program budgets, ensuring funds are used in compliance with donor agreements and accurate tracking of available and expended funds.

Scholarship Administration and Communications:

-Increase number of scholarship applicants by creating marketing materials, executing publicizing plans, and conducting outreach to potential applicants. Collaborate with college staff to enhance visibility and promote scholarships and special funds.

-Hold scholarship office hours across campus during the scholarship cycle to help students through the scholarship application process.

-Serve as primary point of contact for student applicants and scholarship recipients to assist them in receiving their scholarship from Financial Aid office.

-Recruit volunteer scholarship reviewers. Staff the scholarship review committee: Train, support, and steward staff and volunteer reviewers.

-Collect scholarship recipient impact statements for donors related to their respective awardees and funds.

-In collaboration with ED and Director of Development, prepare "impact of scholarship" content such as compelling recipient stories, profiles, and in-person speeches to be used in Foundation's donor stewardship and reporting to diverse stakeholders.

-Other duties as assigned.

Event Management:

-Head Foundation event planning, organization, and execution of various events, including but not limited to the annual Donor Appreciation Breakfast and President's Circle. Ensure all events run smoothly on time, and within budget.

-Coordinate with vendors, venues, and other external partners. Negotiate contracts and manage relationships to secure services and resources needed for events.

-Partner with Marketing on all required print and promotional materials.

-Recruit and train volunteer and student ambassadors for in-person and virtual Foundation events and engagements

-Conduct post-event evaluations to assess success, gather feedback, and identify areas for improvement. Prepare reports and provide recommendations for future events.

Qualifications

Minimum Qualifications:

-Bachelor's degree.

-2 years' experience managing programs with multiple priorities, projects, and deadlines.

Preferred Qualifications:

-Experience with higher education and scholarship programs.

-Experience with Microsoft 365 and Asana or similar project management software.

-Experience with Constant Contact or similar marketing automation platform.

-Experience managing events.

-Experience working with a diverse population of people.

Salary:

-Range 53, full-time Classified salary starting at Step C $4,987.00 per month with periodic increments to $6,227.00 per month.

Benefit Package:

-The position comes with a full benefit package, including health, dental, life, long-term disability insurance and a retirement plan.

-Accrues 8 hours per month of sick leave and 9.33 hours per month vacation leave with periodic vacation accrual increases based on longevity.
