Business Process Consultant / Engineer (0038) OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.OCT is looking for a Business Process Consultant / Engineer to support the Defense Counterintelligence and Security Agency (DSCA) Program Executive Office (PEO). The DCSA PEO oversees a portfolio of enterprise-wide information technology (IT) programs that unilaterally employ best practice methodologies for the development and delivery of innovative IT solutions, advancing DCSA’s broad-spectrum National Security capabilities to better serve the DoD, the U.S. Government and cleared industry. The Business Process Consultant/Engineer will assist the PEO in the documentation and redesign of corporate processes and procedures.Role:● Analyze and assess existing business processes within the agency to identify inefficiencies, gaps, and areas for improvement.● Employs LSS and other process improvement methodologies/practices to evaluate current processes and develop new processes.● Develops business intelligence reports and visuals to support data-driven decisions through dashboard tools (e.g., tableau, SharePoint, etc.).● Identifies and develops performance metrics for process improvement efforts.● Develop, design, and implement optimized business processes and solutions to enhance operational efficiency and effectiveness in a security-focused environment.● Collaborate with various stakeholders across the PEO to gather requirements and ensure processes align with agency objectives and regulatory requirements.● Utilize data analytics and performance metrics to monitor and evaluate process effectiveness, making recommendations based on data-driven insights.● Create and maintain comprehensive documentation of processes, including process maps, workflows, and standard operating procedures (SOPs), ensuring compliance with agency standards.● Provide training and support to agency staff on new processes and systems, ensuring smooth transitions and effective adoption.● Lead and manage process improvement projects from initiation through to completion, ensuring timely delivery and adherence to budget constraints.● Ensure all processes meet industry standards and regulatory requirements, specifically those relevant to defense counterintelligence and security.RequirementsQualifications● Bachelor’s degree in Business Administration, Engineering, Computer Science, or a related field; relevant certifications (e.g., Six Sigma, PMP) are highly desirable.● Proven 8 years of experience in business process analysis, design, and implementation, with a focus on security or defense-related environments. Have at least 8 years of experience in managing complex business operations and processes at the federal government level.● Proficiency in process modeling tools and data analysis software (e.g., Excel, SQL), with a strong understanding of process optimization techniques.● Experience in project management, with knowledge of project management methodologies and the ability to handle complex projects within a security- focused agency.● Strong analytical and problem-solving skills, with the capability to interpret complex data and make informed decisions to enhance security processes.● Excellent communication skills, both written and verbal, with the ability to clearly convey technical information to non-technical stakeholders and collaborate effectively with diverse teams.● Ability to work within a regulated environment, adhering to compliance and security standards specific to defense counterintelligence and security.● Must possess an active, current DoD Secret Clearance.BenefitsBenefitsThe position includes competitive compensation and a full suite of benefits:
