DescriptionThe City of Norfolk’s Office of Veterans and Military Affairs is currently seeking qualified candidates with proven research and analytical experience for the position of Management Analyst III in direct support of the Office of the Mayor, City Manager and Economic Development. The successful candidate must have the ability to function independently and manage and prioritize multiple work assignments in an effective manner.The Military Liaison Program carries out special projects and tasks for executive city leadership requiring coordination with military branches and associations as well as the North Atlantic Treaty Organization's Allied Command Transformation. This program is focused on supporting and strengthening city relations with all military and federal entities and tenant commands, seeking economic development opportunities with various military and federal agency commands that engage defense contractors in support of their mission and, identifying veterans who may be eligible for employment with businesses in Norfolk or other areas of Hampton Roads.Essential FunctionsEssential functions include but are not limited to:

Provides required staff support to execute a new level of service through the Hire Vets Now Fellowship/Military Spouse Fellowship and SkillBridge Programs that will significantly enhance the City of Norfolk’s workforce development and talent acquisition.

Plans, develops, analyzes, and prepares studies and research projects to support strengthening city/community and military partnership, economic development, and workforce programs.

Provides advanced analytical, communication, and coordination services for Military and Veteran workforce initiatives (Hire Vets Now and Military Spouse Fellowship Programs).

Conducts a variety of research and other assigned projects by compiling and reviewing internal and external organizational information, preparing position and issue papers; and recommending changes for management consideration.

Analyzes problem areas in service delivery and formulates recommendations for improvements; serves as a staff resource; consults with senior departmental managers and provides advice and counsel on management issues, organizational structure, feasibility, and the potential impact of varying courses of action; coordinates interdepartmental program elements with Citywide goals.

Promotes communication by preparing a variety of materials to disseminate program and policy information on a departmental or Citywide basis on senior or executive management’s behalf.

Assists management by constructing sensitive documents and correspondence, producing special research reports, serving as liaison on internal and external issues, participating in task forces and special issue meetings and coordinating various projects.

Performs related duties by touring military facilities, military/veteran community areas, monitoring events for military and veteran access to city services and programs, conducting research projects and long-term plans, reviewing expectations for accuracy, validity and variances, designing work plans and studying similar organizations for new ideas.

Performs other duties as assigned.

Education/ExperienceWork requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.Four years' experience in data analysis or related field; or an equivalent combination of education and experience.The preferred candidate will possess:

Strong organizational and interpersonal skills.

Effective communication, both verbally and in writing (including presentation and facilitation skills).

The ability to effectively manage and balance multiple tasks and priorities.

Thorough knowledge of principles and techniques associated with data research, statistical analysis and performance measurement.

The ability to work closely with others and lead assignments in conjunction with the Military Affairs Liaison and interact with other departments throughout the City.

Valid Driver's License may be required depending on assignment

Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.

Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
