OverviewWe are currently seeking a Test Specialist to conduct Test Planning and Execution (TPandE) of various Naval Simulation (SIM) systems and Aegis Combat System (ACS) components in support of the Distributed Integrated Interoperability Capability (DIIAC) Project.ResponsibilitiesEssential Functions/Job Duties:
Assess and validate functional requirement performance of new Simulation / Stimulation (SIM/STIM) system capability integrations in comparison to test bed acceptability criteria
Conduct technical research, develop Engineering Change Proposals (ECPs) and generate white papers for emerging technologies and capabilities
Coordinate with system developers to assess the effects of new and/or updated SIM/STIM capabilities against system functional requirements and the distributed test environment
Coordinate with Land Based Test Sites (LBTS) to schedule lab availability, identify manning support and reserve site assets such as SIM systems and Tactical Baseline (BL) equipment
Track LBTS participation, equipment availability, and associated risks that could impact site readiness, and provide routine scheduling status/updates for incorporation into test planning documentation
Develop Test Objectives (TOs), test procedures and Test Plans (TPs) in support of LBTS distributed testing
Develop scenarios that utilize Distributed Interactive Simulation (DIS), Link-11, Joint Range Extension Application Protocol (JREAP), Link-16, Multicast, and Unicast protocols
Develop informational briefs pertaining to scenario development, illustrating key points of interest, Commercial Airways (COMAIR) routes, and entity groupings, bearing lines, and detailed speed, altitude, and heading information
Maintain the scenario database catalog. Develop, track, and update Scenario Change Proposals (SCPs) for all scenario development activities
Develop Analysis Objectives (AOs) and Analysis Methodologies (AMs) to test and validate functional and system level requirements against the performance of the distributed test environment
Develop Data Management and Analysis Plans (DMAPs) to identify data extraction points for SIM/STIM and Tactical systems and to detail processes and procedures in support of analysis efforts related to a specific distributed test event
Develop written reports, technical white papers, informational/technical briefs, and detailed project plans
Participate in and provide technical expertise during Working Group (WG) meetings. Meetings can be held in person, via Teleconference or through other mediums such as Web video conferencing
Configure, setup and operate various SIM/STIM systems during distributed test and evaluation events
Provide technical assistance with setting up Tactical Data Links (TDLs) in support of test events to ensure exercise participants are able to receive, process, and utilize information available on the TDL network
Monitor SIM/STIM systems during test events to identify anomalies in TDL message traffic and DIS Protocol Data Unit's (PDUs)
Provide technical support during test events to help diagnose and isolate issues with SIM/STIM systems and Tactical BL hardware. Submit Test Observation Reports (TORs) documenting issues found during testing
As required, provide Tactical system console operations during distributed testing and evaluation events
Tactical systems may include but are not limited to the Aegis Combat System (ACS), Ships Self Defense System (SSDS), Cooperative Engagement Processor (CEP), and Command and Control Processor (C2P)
Develop daily test schedules, shot sheets and Daily Test Reports (DTRs). Provide details on site and lab configurations/status prior to and at the conclusion of each test day
Support at-sea testing as part of Fleet readiness and evaluation efforts
Provide detailed daily summaries throughout test events and submit lessons learned, TORs and Forma Analysis Reports (FAR) upon event completion
Attend Data Analysis Working Group (DAWG) meetings and provide post event analysis of SIM/STIM system performance during test evaluation and certification events
Deliver After Action Reports (AAR) at the conclusion of all evaluation and certification events

Essential Physical Tasks:
Ability to sit at a desk for extended periods of time, using a computer, keyboard and mouse.
Ability to lift <20 lbs. on an occasional basis.

Operates standard computer based business tools (including but not limited to Microsoft Word and Excel) effectively.
Independently generates documentation that presents ideas and/or information in a logical manner.
Able to organize the information and use the best methods and/or formats for its delivery (i.e. Government instructions, industry standards, etc.).

Demonstrates clear and concise written and verbal communication skills in the English language.

Security Clearance:Candidates must have an active SECRET security clearance OR the ability to obtain a SECRET security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required.
