Parsons is now hiring an Aviation Program Director who can lead a team of professionals overseeing every phase of large-scale aviation projects or programs. Powered by our people, we provide the imagination necessary to support our customers’ visions—and to help them see new possibilities.This position is part of our Critical Infrastructure team.Parsons is looking for a talented Aviation Program Director to join our team! We need our Aviation Program Director to be versatile as well as have exceptional communication, analytical and management skills. In this role you plan, direct, supervise, and control the execution of all business, technical, and administrative functions of the assigned project. You will assign responsibility for executing project plans to key stakeholders after careful assessment of how to utilize their qualifications and strengths. We need our Program Directors to provide input to performance reviews and development plans for subordinates.Provides direction and management for every phase of significant aviation (landside and airside) projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations. The Aviation Program Director must be capable of managing a project or program valued at a minimum of $500 million in total installed cost. The project or program requiring company representation at this level may be one large project or multiple smaller projects of lesser total installed cost. Prior experience must include significant project management or construction management assignments at the Program Director level. Experience should also include operations management of personnel.Relocation or frequent travel to project sites will be required.SPECIFIC RESPONSIBILITIES:

Reports to the Aviation Sector Manager.

Acts as the Company representative with the client and selected subcontractors during the program execution.

Negotiates changes to the scope of work with the client and key subcontractors.

Collaborates with Business Development to market and secure additional work with client.

Responsible for following up on instructions and commitments associated with the project.

Participates in negotiations with regulatory agencies and in public meetings in support of clients.

Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other program execution plans required.

Establishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria.

Responsible for the development and distribution of timely project status reports on cost and schedule progress of the project to all members of the project team for reference.

Provides direction and management for every phase of significant projects or programs to assure on schedule completion within or below budget and in accordance with contractual obligations.

Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.

Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers.

Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.

Works with the key project individuals, consultants, contractors and subcontractors to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes.

Promotes technical and commercial excellence on the project through application of Quality Assurance processes.

Requires strict adherence to project safety protocols as defined by Safety Plans developed for the project or program.

Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.

Establishes regular meeting to review project status and present action items with Client and key stakeholders.

Performs other responsibilities associated with this position as may be appropriate and deliver client services.

EDUCATION/EXPERIENCE:

Bachelor's degree in engineering or architecture or construction management, or related technical/business field and typically 20+ years of related work experience is required.

Incumbent should have a broad general technical and business background, as well as previous project management experience on similar or related aviation large-scope project or programs.

Professional registration with active membership in a professional related organizations is preferred in candidate profile.

SKILLS/COMPETENCIES:

Incumbent must meet Parsons’ project management certification requirements within 4 months of employment.

Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required.

Proven ability for managing and building a Team atmosphere for direct staff, subcontractors and Client departments that participate on the Program.

Must be knowledgeable of current technology and how it can be effectively utilized on the project.
