DescriptionSAIC is seeking a Policy Analyst Team Manager. Candidates located within the Virginia, Maryland and District of Columbia areas preferred. This position is at the Mark Center in Alexandria, VA but requires regular visits to the Pentagon. This position will support the Office of the Performance Improvement Officer/Director of Administration and Management (OPIO/DA&M) in the Office of Secretary of Defense (OSD).This manager and analyst position supports the Office's Organizational and Management Policy Directorate (O&MPD). This position provides supervision to SAIC employees on contract. This position also provides analytic and operational support in accordance with the DoD Issuances Program.QualificationsRequired Experience/Skills:

12+ years of directly relevant experience. Understanding of OSD is preferred, as well as experience directly supporting organizational and management policy.

Supports the development, coordination, adjudication, and processing of official DoD documents, such as DoD Directives, often in highly pressurized timeframes.

Solicits, collects, and compiles key, sensitive and classified performance data and information from all major DoD Components involving functions related to the entire spectrum of the Department’s operations, maintenance, resourcing, and human resource management activities.

Manage databases, member directories, schedules, reporting milestones, and meeting presentations involving the DMAG’s monthly or ad hoc meetings on the National Defense Strategy Implementation Report.

Maintain the DoD institutional repository for all National Defense Strategy Implementation Reports, related data, and senior leader decisions impacting related performance oversight methodologies.

Consolidate, track, and assess internal team performance data for meeting National Defense Strategy Implementation Report support requirements.

Conducts research related to DoD authority, direction, and control as well as roles and responsibilities of DoD components and officials.

Coordinates with external stakeholders to ensure timely completion of tasks.

Advises government personnel in correctly preparing documentation in accordance with all relevant standards, such as: DoD Issuances Style Guide and the Issuance Process Checklist.

Edits and proos all government documentation related to the creation or review of issuances to ensure accuracy, clarity, and conformance to templates and standards, such as DoD 5110.04-M, “DoD Manual for Written Material” and DoD Issuances Style Guide.

Completes general timekeeping and basic supervisory tasks, to include communicating with the team, supporting leadership decision-making, providing performance feedback and appraisals for all direct reports, and collaborating with the prime workforce and leadership.

Desired Experience/Skills:

It is highly preferred that the analyst has 10 or more years of experience supporting OSD, and 5 or more years of experience directly supporting organizational and management policy and senior governance within OSD or the senior levels of the Military Departments.

Have at least 3 years of experience managing, utilizing, and maximizing efficiencies with state-of-the-art web-based collaborative tools (e.g., SharePoint) using knowledge management best practices.

Knowledge and understanding of the DoD 5110.04-M, “DoD Manual for Written Material” Volumes 1 and 2, DoD Instruction (DoDI) 5025.01, "DoD Issuances Program," “Processing ODA&M Issuances”, and associated forms used throughout the ODA&M issuance process.

Experience working on DoD issuances, including creating a new issuance, reissuing an existing one, or changing or cancelling an issuance.

Familiarity with the five stages and the associated substages of the issuance process

Knowledge of the current DoD functions and organization, including working knowledge of applicable issuances.

Completion of relevant WHS Directives Division training classes: 1) DoD Issuances Process Class and 2) Writing DoD Issuances Class prior to date of hire or within one month of hire.

Comfort with communicating clearly with senior officials and senior staff.

Commitment to exceptional client service and professionalism while working at the client site.

Proficiency with Microsoft Office Suite of Applications (Word, Excel, and PowerPoint) and common office software applications.

Educational Background:

Master’s Degree required.

Clearance Requirements:

Active DoD TS/SCI clearance required.

US. Citizenship required.
