A minimum of ten (10) years of management experience in rapid transit, railroad track and structures or other applicable industry experience. Experience must include the management and administration of a comprehensive track and structures maintenance organization.

The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.Summary:The Assistant Director, Track and Structures Maintenance leads, guides, organizes and staffs one of three Track Structures Maintenance Divisions: Track Maintenance and Inspections (Divisions 1 and 2); or Structures Maintenance. The incumbent plans, schedules, manages, coordinates and directs the maintenance and inspection of all track-related assets to include tunnels, aerial structures, stations, yards, interlockings, parking garages and other designated facilities and equipment. The Assistant Director provides expert advice to Track and Structures Senior Leadership and other offices of the Authority concerning Track Maintenance and Inspection and Structures, maintenance, practices, procedures, policies, and strategies.Essential Functions:

Provides effective counsel and guidance to Superintendents and subordinates. Implements sound employee relations practices within the parameters of the Authority personnel manual, Standard Operating Procedure (SOP)’s, and union contracts. Manages resources to ensure fair and equitable treatment of all employees, and to optimize the effective utilization of these resources.

Plans, directs, coordinates, evaluates, and monitors the performance of the system’s track and structures preventive maintenance, rehabilitation, and replacement programs, as well as other principal areas of the department’s purview. Provides recommendations and leads in the development of corrective actions to be taken. Makes frequent field inspections. Ensures that all tracks, structures, and equipment are maintained to the highest standards and in accordance with applicable codes. Ensures that all Authority maintenance and inspection systems assigned, meet the various government regulatory agencies and Authority standards, with special consideration to the safety of patrons and employees.

Manages and executes the resolution of complex problems; contributes to optimum performance of the rail system relative to safety, on-time mandates, and customer satisfaction; and supports Washington Metropolitan Area Transit Authority ‘(WMATA)’s Track and Structures maintenance, production, and inspection missions.

Maintains an extremely high level of technical knowledge and understanding of state-of- the-art technology. Serves as a departmental representative and technical expert to various internal and external offices and organizations, consultant, and contractors. Ensures that all new designs for track, structures and inspection are developed to the state-of-the-art and are responsive to system and user needs to: increase efficiency and effectiveness; provide the latest mission-related information to interested parties; and ensure the safety of patrons and employees.

Directs, manages, and supervises subordinate staff. Has responsibility for personnel actions including promotions, demotions, grievance proceedings, recommending applicant selection, administering disciplinary actions, assigning duties, directing work, establishing performance goals, conducting performance evaluations, reviewing and authorizing leave requests and timesheets, and ensuring appropriate subordinate training is provided. Participates in labor/management negotiations and proceedings by serving as a resource on matters within areas of responsibility.

Participates in developing labor-management strategy, resolution of grievances, supports of arbitration hearings, investigations, and responses to requests for information to ensure fair and equitable treatment of all employees and optimize the effective utilization of available resources.

Establishes and promulgates operating rules and regulations. Participates in policy planning, development, management, and implementation. Develops and/or participates in the development of plans, policies, procedures and maintenance and inspection rules and regulations. Ensures enforcement of safety policies and programs. Reviews potential problem areas to ascertain the need for changes. Resolves any ensuing conflicts to aids in the establishment of up-to-date, usable guidance; and ensures the safety of patrons and employees.

Develops scheduling and control procedures for track and structures maintenance, and track production inspection. Coordinates maintenance, production, and inspection work both within and outside the office to ensure compliance with applicable codes and safety protocols.

Plans, manages, and administers the effective implementation of contingency plans in the event of an emergency. Ensures that properly trained personnel and appropriate equipment are available to respond on a timely basis to rectify the problem and restores normal operations as soon as possible.

Prepares and presents oral and written reports/recommendations within assigned areas of responsibility to, Senior Leadership and other offices, as appropriate. Prepares periodic reports to assess and explain possible problems, trends or other items of concern that should be brought to the Senior Directors attention. Conducts special studies and investigations and acts as special project officer as directed by Track and Structures Senior Leadership to transmit and receive pertinent mission-related information on a timely basis, and to resolve issues.

Plans, directs, coordinates, and manages all aspects of budget preparation and execution for all tracks and structures operations under this position’s responsibility and authority including but not limited to, goals and objectives, levels of productivity, specified work standards, priorities, and compliance with technical and administrative constraints. Ensures sound administration of field operations and administrative activities to meet fiscal and budgetary accountability responsibilities.
