The Program Manager will be responsible for program management, and coordination activities related to the development and delivery of the campaign, including intervention development, identification of vendors, and communication with project faculty and staff. Position Summary:The Texas Epidemic Public Health Institute (TEPHI) is committed to keeping Texans safe and the economy strong by strengthening the capacity and resiliency of all Texas communities to respond to future infectious disease outbreaks. Established by the 87th Texas Legislature (2021), TEPHI is a state agency housed within UTHealth Houston, with efforts mainly led by the UTHealth Houston School of Public Health. By leveraging the robust capabilities of Texas’ largest school of public health and its six campuses located throughout the state in Austin, Brownsville, Dallas, El Paso, Houston, and San Antonio, TEPHI will:

Create a trained multi-sector public health reserve of at least 3,100 members across the state.

Establish a reliable and secure data analysis infrastructure reinforced by the Department of State Health Services (DSHS).

Create a network to monitor and prepare for emerging infectious agents beyond COVID-19.

Develop new and operationalize current “work and learn safe” protocols for small and rural businesses, schools, and essential food production.This project will develop a comprehensive vaccination social marketing and health promotion campaign for agricultural workers and their families in the Rio Grande Valley, Panhandle, and El Paso areas of Texas (TEPHI Agricultural Workers Resiliency Program). The Program Manager will be responsible for program management, and coordination activities related to the development and delivery of the campaign, including intervention development, identification of vendors, and communication with project faculty and staff. This position will also supervise and provide project direction to staff, including a Graduate Research Assistant. This position is located in Houston, TX.

Position Key Accountabilities:

Oversees all aspects of the program activities. Sets deadlines, assigns responsibilities, and monitors project progress. Develops, implements, and manages policies and procedures.

Leads vendor identification and contracting process for campaign marketing firm.

Ensures campaign development process complies with the project timeline and meets deadlines for intervention development activities

Supports marketing firm with campaign discovery process, including coordinating interviews with content experts, priority community, and development/implementation teams

Collaborates with community implementation team based at Texas A&M University.

Develops training for community implementation team. Periodic statewide travel required to conduct trainings

May manage/maintain annual intervention budget, negotiate service contracts, report on progress and authorize expenditures.

Informs upper management of key activities and makes periodic progress reports and communications for the departmental program/division leadership.

Works closely with the project team and internal departments regarding strategy and collaborative opportunities.

Interacts with representatives from state, federal, and private agencies regarding proposals and funded projects.

Working in conjunction with Public Affairs, may create and edit various communications materials for the department/program, which may include printed materials, web site content and/or department newsletters.

Communicates with community and professionals to share objectives and outcomes. Prepares/makes oral presentations at professional meetings.

May manage Human Resources activities for direct report in regards to: recruiting and selection, hiring and terminating, training and development, performance evaluations, and salary planning.

Participates in and may lead weekly team meetings.

Provides direction and guidance to staff regarding development and implementation activities, as needed.

Other duties as assigned.

Minimum Education:

Bachelor’s degree or relevant work experience in lieu of education. Master’s degree in public health or related field preferred.

Minimum Experience:

Five (5) years of applicable experience.

Previous program Management/ Coordination experience.

Advanced knowledge of Public Health Research and or health communication is highly preferred.

Previous experience with health promotion/education or community-based public health research is preferred.
