SummaryThe primary purpose of the Senior Financial Controls Analyst is to enhance, analyze, monitor and report on the internal controls over financial reporting through the documentation and testing of Sarbanes Oxley Controls and other financial compliance programs.Key FunctionsHas knowledge of SOX, compliance functions, risk concepts and internal controls. Performs, monitors and maintains existing and new SOX controls documentation and testing status to ensure proper and timely corrective action is taken. Performs control validations. Assesses effectiveness of controls. Proposes and implements improvements in the documentation and testing process. Identifies and communicates internal control weaknesses, trends, and best practices to management. Performs risk assessments to departments throughout the institution. Documents financial processes. Performs process improvement reviews and prepares reports to management. Creates policies and procedures as necessary to ensure adequate internal controls are maintained as well as compliance with Institutional, State and Federal guidelines. Develops and provides training on topics related to fraud, internal controls, and compliance with financial policies and procedures. Completes other departmental duties as assigned.JOB SPECIFIC COMPETENCIES Internal Controls DocumentationInterviews process owners and performs observations of financial processes to identify controls for documentation, testing and remediation for SOX. Maintains the documentation of existing and new SOX controls documentation and testing status to ensure proper and timely corrective action is taken.Communicates results of controls testing. Performs control validations and assessments, proposes improvements in the documentation and testing process. Identifies and communicates internal control weaknesses, trends, and best practices to management. May perform oversight of Financial Controls Analyst(s).Financial Controls Application AdministrationSupports the administration and maintenance of departmental applications. Prepares communication, training, and assists with access administration. Creates policies and procedures to support the consistent use of Financial Controls Application and to ensure adequate internal controls are maintained.Financial Controls ActivitiesDevelops and provides financial controls training on topics related to fraud, internal controls, and compliance with financial policies and procedures. Assists with the implementation and execution of Financial Controls' policies. Completes other duties as assigned.EducationRequired: Bachelors degree in Accounting, Finance, or Business/Healthcare Administration.Preferred: Master's degree.ExperienceRequired: Five years financial accounting, audit, or compliance experience.Preferred: Accounting skills, healthcare industry experience, SOX or internal auditing experience. Documented SOX controls, and overseen the documentation for SOX controls for 3+ years, excellent written and verbal communication skills.Location:Searching for a local candidate in the Houston area.
