DESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONSPrepares and reviews plans, specifications, cost estimates, technical correspondence, reports, and project schedules. Coordinates the implementation of projects and contracts. Provides technical support to operation and maintenance staff. Interprets codes and regulations. Interfaces with various service lines and departments. Investigates and/or responds to inquiries from technical personnel, regulatory agencies and the public. Communicates directly and indirectly with consultants and contractors. Conducts and coordinates complex projects. Provides technical guidance and training to staff. Prepares administrative documents and correspondence such as reports, letters, forms, procedural guidelines and schedules. Review and monitors work activities performed by external consultants. Analyzes work processes and implements improvements to enhance traffic safety and operation. Performs other technical work relative to traffic control during construction and special events.WORKING CONDITIONSThe position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions.This is a Houston Public Works Emergency Management Position at the Tier 2 Level.MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required. EXPERIENCE REQUIREMENTSFour years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.LICENSE REQUIREMENTSNonePREFERENCESPreference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.GENERAL INFORMATIONSELECTION/SKILLS TESTS REQUIRED: NoneHowever, the department may administer a skills assessment test.SAFETY IMPACT POSITION: YesIf yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.SALARY INFORMATIONFactors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.PAY GRADE: 24APPLICATION PROCEDURESOnly online applications will be accepted for this City of Houston job and must be received by the Human Resources Department during active posting period.
