This role will work to understand and document the end-to-end processes for the Community and Development Regulation (CDR) related functions at the City of Houston. The CDR functions include City Planning, Permitting, Inspections and other related areas which serve the public needs around land and community development. This role will work with various departments related to the CDR functions to evaluate and document business processes for technology improvement. Review the Permitting and Licensing process for permitting applications such as construction, land development and other community projects. Coordinate with other departments, such as planning, public works, and legal, to ensure a coordinated approach to community development regulation technology needs. Manage technology roadmap, backlog, and future improvement areas related to CDR technologies at City of Houston. Key responsibilities:

Process Ownership - Understand end-to-end processes and ensure alignment with organizational goals.

Process Improvement - Identify opportunities for process improvement and optimization. Lead initiatives to streamline processes, increase efficiency, and reduce costs.

Documentation - Document and maintain detailed process documentation, including process maps, standard operating procedures (SOPs), and workflow diagrams.

Performance Monitoring - Assist to establish Service Level Agreement (SLA)s and key performance indicators (KPIs) and metrics to measure the effectiveness and efficiency of the business processes. Assist to monitor and analyze performance data to identify trends and areas for improvement.

Stakeholder Collaboration - Collaborate with various stakeholders, including department heads, managers, and cross-functional teams, to understand their needs and incorporate feedback into process improvements.

Compliance and Risk Management - Ensure that business processes comply with relevant regulations and standards. Identify and manage risks associated with business processes.

Change Management - Lead change initiatives related to process improvements, ensuring smooth transitions and user adoption. Communicate changes effectively to relevant stakeholders.

Technology Integration - Collaborate with IT teams to implement or enhance technology solutions that support and automate business processes.

Continuous Innovation - Stay informed about industry best practices and emerging technologies. Drive a culture of continuous improvement and innovation within the organization.

MINIMUM REQUIREMENTSEDUCATIONRequires a Bachelor's degree in Computer Science, Management and Information Systems (MIS) or a closely related field. Information systems-specific technical certifications may be substituted for 1 year of either the education or the experience requirement, as applicable. Related professional Information Systems experience may be substituted for the education requirement on a year-for-year basis. EXPERIENCE At least six (6) years of technology experience working with and supporting applications. A Master’s degree in Computer Science, Management and Information Systems (MIS) or a closely related field may be substituted for two years of the experience requirement.LICENSE NonePREFERENCESPreference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. Relevant experience in business process management and process improvement for permits and inspections

Experience in working with cross-functional teams.
