POSITION OVERVIEWApplications accepted from: All persons interestedDivision: Financial Reporting & OperationsReporting Location: 611 Walker StreetWorkdays & Hours: MONDAY – FRIDAY 8:00 AM – 5:00 PM Subject to ChangeThis is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSWhile the position title is Financial Analyst IV, the function primarily requires skillsets in grant management, auditing, and accounting. Successful candidates will assist with grant compliance, documentation reviews, process improvement, identifying efficiencies, risk assessments, and accounting functions.RESPONSIBILITIES:

Review cost documentation for eligibility and compliance per relevant guidelines (local policy, 2 CFR Part 200, programmatic, etc.)

Request and validate for adequacy or prepare documents in response to audits, monitoring, and reviews; provide guidance to responses and follow-up requests.

Perform any other appropriate and relevant duties related to government compliance, audit, internal control functions, internal consulting engagements, and continuous development.

Coordinates and directs the development, implementation and monitoring of various financial activities, policies, and procedures to effectively manage disaster grants.

Recommends improvements to citywide disaster recovery operations and processes.

Reviews, analyzes, and recommends enhancements to financial programs and systems.

Performs day-to-day programmatic, operational, and funds management of citywide disaster recovery programs.

Assists with preparation of ad-hoc, monthly, quarterly, and annual reports.

Validates data through reconciliation of grant reporting and financial system data or other related comparative data.

Supports operations through cost tracking and document management and controls to ensure maximum eligibility for incurred costs.

Coordinates with external agencies and City staff to ensure compliance with funding agreement conditions and audit and reporting requirements.

Acts as a liaison to assigned City departments and assist in handling inquiries and problems.

Knowledge and experience with governmental accounting and budgeting to prepare and query SAP reports including interfacing with other City departments to successfully complete various analysis with quality results.

Cash flow management, and expense and budget analysis and management.

Prepares and develops manuals, reports, analyses, and forecasting of data.

Stay up to date on industry, federal, state, and local programmatic guidelines, policies, regulations, and processes relevant to job functions.

Other projects as assigned by management, such as, but not limited to, general accounting functions, developing manuals, preparing forecasts, and training programs.

WORKING CONDITIONSThis position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.MINIMUM REQUIREMENTSEDUCATION REQUIREMENTSRequires a Bachelor’s degree in Finance, Accounting, Business Administration or a closely related field.EXPERIENCE REQUIREMENTSSix years of professional experience in finance, economics, budget analysis or a closely related field are required.SUBSTITUTIONS:Experience cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.LICENSE REQUIREMENTSNonePREFERENCESPreferences will be given to candidates having.

Certified Internal Auditor (CIA) and/or Certified Public Accountant (CPA)

Demonstrated experience with internal control assessments, internal reviews, auditing, auditing standards, accounting, and project management.

Understanding of the local government operational and financial environment

Advance knowledge of SAP and Microsoft Office, especially Excel

Advanced research skills and experience with analyzing financial operations.

Knowledge of and experience with municipal budgeting, accounting, auditing, and reporting procedures

Unquestionable integrity and ethical standards in all dealings and relationship
