Director Contracts Operations - Government Contracts (REF2721B)

Scope:  The Director of Contracts Operations plans, develops, directs, establishes, and implements policies, procedures, and objectives of the contract administration function in accordance with objectives of the organization. The Director of Contracts will lead Elbit Systems of America Division Teams in creating uniform approaches to ensure the successful preparation and negotiation of both prime and sub-tier contracts, including the development of special provisions while providing necessary direction to unit managers concerning the hand-over of completed contract packages. In addition, the role will serve as a point of coordination between Elbit America contract teams and their international Elbit affiliate counterparts—specifically with respect to affiliate proposals.  Provides ESA Management with sound contractual advice for the Program and ensure contractual requirements and risks are communicated to the Division/Program Management teams.  Responsibilities & Tasks:Confers with organization officials to plan business objectives, to develop organizational policies related to contract administration, and to coordinate the contract administration function.Directs contract administration operations involving contracts for sale of equipment, materials, products, or services and may direct those who estimate expenditures expected and submits to management. Oversee contract preparation by supporting the development of processes for the negotiation of all standard and nonstandard contracts and terms and conditions.Supports the negotiations of contracts with customer.Directs the analysis of contracts and past operations, trends, metrics, and costs, estimated and realized revenues, administrative commitments, and obligations incurred.Coordinates and supports proposal activates to ensure on-time delivery and customer compliance (includes coordination between ESA and affiliates, maintaining OTD metrics, and root cause analysis.Directs the development, installation, and maintenance of contract tracking that provide feedback on the timeliness of submitting responses to solicitation or executing transactions.Advises management regarding contractual rights, obligations, and other contractual matters, such as effective use of resources and legal issues.Interprets contracts, terms, clauses, and records to management.Directs activities concerned with modifications, amendments to or extensions of contracts and/or proposals.Provides input as required to support the preparation of proposal review/briefing packages to ESA management.  Manages price/cost proposal input from ESL Divisions and approvals within Elbit America. Ensure the Division contracts teams are properly onboarded into the function.Coordinates and implements skills assessments and training plans for the Division contracts teams. Support the Division contract negotiations and customer contract activities to provide proper contract acquisition and fulfillment in accordance with company policies, legal requirements, regulations, and customer specifications based on ESA management direction and objectives.Participate and support development of overall objectives and long-range goals of the organization.The successful candidate must have excellent interpersonal skills and maintain frequent contact and favorable relationships with all levels of personnel within ESA, as well as industry peers and customer representatives.  Must have extensive knowledge of FAR flow-downs and certification policies. Ensures timely contract execution by the parties and final contract documents are consistent with agreements reached at negotiations. Other related duties as assigned by supervisor.  Business Relationships:Division ManagersFinance ManagersInternal Legal CounselContracting PersonnelElbit Affiliate Contracts and Program Personnel
