Job Description: Plans and implements activities related to the procurement of raw materials, goods, and services. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Approves and qualifies vendors, obtains quotes, examines bids and makes awards. Follows up on all awards through completion of order. Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects, or recommends suppliers, analyzes trends, and maintains necessary records. May prepare request for proposals (RFP) and bid packages. Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations, and engineering changes. Follows applicable anti-corruption ethics, laws, and regulations. Essential Functions:

This position requires an DoD security clearance at the Secret level and must be able to attain and maintain the clearance, which requires U.S. citizenship. Additionally, must be able to obtain program clearance to receive program required briefings.

Sources, negotiates, and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization.

Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Evaluates bids and selects suppliers based on price, delivery, quality, and service to obtain best overall value for L3Harris. Monitors performance of suppliers. Compiles information to keep informed on price trends and manufacturing processes.

Evaluates areas of opportunity to leverage material acquisitions. Tracks data to keep informed on price trends and manufacturing processes. Negotiates with suppliers and analyzes suppliers' operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules.

Reviews proposals, negotiates prices, selects, or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare request for proposals (RFP) and bid packages.

This position requires close, professional & courteous daily interface with internal and external customers and all levels of leadership. Applicant must have excellent communication skills and a thorough understanding of cross-functional interactions as they relate to Depot activities. Strong organizational skills, prioritizing, and the ability to multi-task and interact with several individuals at one is a must.

Candidate must be willing to be on call, work over-time, weekends, and odd shifts, as the program support requires.

Utilize MRP systems and PeopleSoft Financial system.

Follows company policies and procedures in procurement and represents the company in dealing with outside vendors.

Analyzes requisitions for accuracy before placing purchase orders.

Weighs factors including quality, price, delivery, and reliability prior to placing order.

Negotiates pricing to achieve “fair and reasonable pricing” and confirms scheduled deliveries.

Maintains a professional working relationship with suppliers to ensure their continued support to provide quality products/services in a timely manner.

Candidate must be able to work closely with team members and have a willingness to learn.

Ability to follow through with work assignments and show dedication to producing work of the highest quality.

Detail oriented and organized.

Qualifications:

Requires broad theoretical job knowledge.

Bachelor’s Degree with 2 years of prior related experience. In lieu of a degree, minimum of 4 years of prior related experience.

Knowledge in procurement, supply chain, and material management processes.

Preferred Additional Skills:

An active DoD (in-scope) Secret Clearance

Experience inputting and retrieving data in SAP

Experience in the Aerospace Industry

Purchasing experience in various commodities

PC skills in MS office, with Word and Excel formats
