Position Summary: This position is responsible for DOT administration and project oversight. The Quality and Safety DOT Specialist reports directly to the Director of Fleet Safety. This position is based out of MA locations.
Key Objectives: Responsible for leading the Company's DOT administrative compliance.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Support company's Fleet & DOT Compliance strategy and ensures its alignment with overall RoadSafe's Fleet direction.
Manage 3rd party vendor relationship for DOT compliance vendor who will:
Conduct MVR pre-employment screening and annual MVR certifications
Maintains the E-Screen random drug/alcohol screening process on all CDL drivers
Maintains all driver qualification files and DOT onboarding
Oversee employer Clearinghouse account
Manage training of Lee Trans and Clearinghouse for Branch management & onboarding staff
Leverages existing technology, such as Reveal, Whip Around, Lee Trans, etc., to support regulatory compliance and improve DOT Compliance outcomes.
Works closely with Drivers and Supervisors in researching Reveal log violations, speeding and harsh events to determine corrective actions and coaching plans.
Manage company driver policy and is in communication with management on who is eligible to drive for the company
Provide answers and responses to questions and concerns on DOT regulations, including conducting research, as required.
Ensuring compliance with DOT, FMCSA, Hours of Service, Driver Qualification documentation, Motor Vehicle Reports, Drug and Alcohol testing, and Carrier Safety Administration reporting. Report violations to DVP's and Branch Managers.
Monitors Hour of Service for DOT drivers, reports violations to DVP's and Branch managers - Reveal and Lee Tran System
Performs Field Compliance Audits - Facility and Vehicle - Focus on Paint and Striping Operations (HSG) - Hazardous Materials Compliance
Alert branches to new DOT enforcement weeks
Ensures the deployment of sound training content that complements risk-based programs and promotes Defensive Driving techniques.
Driver training on Reveal, HOS, DVIR pre and post (WHIP), shipping papers, and components of DQ file
Develop and implement driver mentor program - Needs to be assist with Road Test
Maintain renewals and reporting of MCS 150, UCR, MIS, and Hazmat Certificate
Create Monthly Safety Talks around Fleet and DOT Compliance
Manages and attends Commercial Vehicle Safety Alliance CVSA functions
Reviews and monitors vehicle accident trends, assist Safety Department on mitigating fleet safety risk
Review and reconcile roadside inspections with FMCSA data and track corrective actions.
Support the Safety team with investigations on accidents and vehicle incidents. Aids in investigation in preparing for weekly safety call
Review and support internal and external DOT audits and follow-up on corrective actions if necessary.
Stay up to date on all state and federal rules, regulations, and legislation in order to promptly interpret them and ensure the company is in full compliance.Position RequirementsEDUCATION AND EXPERIENCE REQUIRED:
Requires a Bachelor's Degree or have at least 5+ years of experience in Transportation/Trucking including knowledge of FMCSA DOT State and Local Trucking Rules and Regulations as well as filing requirements.
Able to Understand and manage DOT Logs, Pre/Post Trip and Reporting Paperwork
Familiar with a variety of the field's concepts, practices, and procedures
Good judgment to plan and accomplish goals and excellent management skills
Similar industry experience preferred
Ability to travel as needed which at times could be up to 25%
Smith System or Other related Defensive Driver Courses
