THE POSITION

The Allegheny County is currently on the lookout for a qualified candidate to fill the role of Administrative Officer 1. We are in search of an individual who is not only robust and self-motivated but also excels in organizational skills and is a standout leader in providing top-notch customer service representation. This position will be a part of a dynamic team of Administrative Officers within the Allegheny County Department of Human Services, specifically in the Office of Administration, Bureau of Contracts and Compliance.

DESCRIPTION OF WORK

The Administrative Officer 1, Department of Human Services (DHS), Office of Administration (OA), Bureau of Contracts and Compliance (BCC), under the general supervision of the Manager, Contracts, performs administrative contract and grant management functions by coordinating the development, preparation, assembly, distribution, receipt, processing, status and control of contracts and grant agreements funded by a wide variety of public and private revenue sources, including but not limited to the federal government, state government and private foundations, including contracts and grants for treatment services, which are program funded, fee-for-service, private licensed facilities (PLF's), consultants, and ambulance services in excess of seven hundred (700) contracts and grant agreements and four hundred (400) modifications processed annually.Duties and Responsibilities:Grants and Contracts:

Reviews and interprets boilerplate contracts, State/Federal grants and pertinent laws and regulations which impact upon the Department. Refers all proposed changes to the Contracts Manager for advice, interpretation and direction.

Gathers information from DHS staff to be incorporated into the basic master contract and/or contracts specifications manuals for the ensuing fiscal year. (DHS contracts are standardized boilerplate subject to changes and modifications as approved by the County Manager, County Solicitor, and the Department of Human Services, Executive Director.)

Prepares Request for Executive Action using the Master Provider Enterprise Repository (MPER) and Action Tracker for DHS Deputy, Director and County Manager's approval for revenue and expenditures that affects contracts and grants for the Department of Human Services.Contract Amendments:

Prepares request for Executive Action for contract amendment using the Master Provider Enterprise Repository (MPER) and Action Tracker for DHS Deputy, Executive Director and County Manager's approval for expenditures that effect contracts for the Department of Human Services.

Prepares and processes all amendments, including changes in amount (positive or negative), changes in service or change in time.Compliance:

Maintains evidence of required contract documentation in electronic storage (shared network directory or OnBase).

Participates in compliance reviews of DHS by County Controller, Commonwealth department or bureau or other reviewing body.

Assists in preparation and implementation of compliance corrective action plan, when necessary.Work Schedule and Additional Information:

Full-time employment

Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.

Salary:In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYQUALIFICATIONS:

Minimum Experience and Training Requirements:Two years of experience in varied office management or staff work; and a bachelor's degree; or any equivalent combination of experience and training.Other Requirements:
